HomeMy WebLinkAboutMinutes - City Council - 11/12/1985CITY COUNCIL 12 NOVEMBER 1985 The South Burlington City Council held a special meeting on Tuesday, 12 November 1985, at 7:00 pm, in the Mini-Conference Room, City Hall, 575 Dorset Street Members Present Paul Farrar, Chairman; Michael Flaherty, George Mona, Francis Murray, Leona Lansing Others Present William Szymanski, City Manager; Ruth Poger, The Other Paper; Mike Donoghue, Free Press Comments & Questions from the Public (not related to items on the agenda) Members agreed that future meeting should include a discussion of insurance items and a discussion with the Planning Commission about southeast quadrant issues. It was agreed that the Necessity Hearing for Williston Road would take place on Thursday, 19 December. Continue Public Hearing on Revised Master Plan The following changes were discussed and/or recommended: p. 9, para. 3: The word "mass" should be "area" p. 15: Mr. Farrar questioned the phrase ". . . disperse lower cost housing throughout the City." He felt it was bad planning. Mr. Murray disagreed. Mr. Mona moved that the phrase " . . . disperse lower cost housing throughout the City . . . " be removed. The motion was not seconded. Members discussed the issue of agricultural land. Mr. Farrar felt that by putting impediments in the way of converting agricultural land to housing land, it raised the cost of housing. Mr. Murray felt that farming one a uniqueness of South Burlington. Mr. Farrar felt that what was needed was to preserve enough agricultural land for sludge disposal, but the question was how much and where. Mr. Mona moved that the Agricultural Lands section be removed. The motion was not seconded. p. 18, line 3: eliminate the word "apparently" Mr. Farrar felt that para. 2 should be rewritten so that 1985 did not appear to be in the future. He also raised the question of predicting population so as to plan more precisely for schooling. p. 23, #6: the word "insurance" should be "assurance" p. 24, last para: 1980 numbers should be updated. p. 32: members debated the issue of building codes. Mr. Farrar asked whether the need can be demonstrated for single family housing and whether there is a cost benefit. Mr. Murray said he would like to know what the problem is and what plan there is to solve it. Members agreed to change the wording to read: "Evaluate the need for and benefits of . . . " p. 38, para 4, line 1: "extanding" should read "extending" p. 40, para 2: a comma should follow the word "first" p. 47, #13: should read "The use of on-site sewage disposal should be discouraged throughout the city. p. 46, #3: eliminate "for pedestrians" #7: "appropriate" is misspelled #11: should read: "Proper management procedures shall be used to prevent salt from ending up in the waterways. p. 64: Mr. Mona felt it inappropriate to list private recreational facilities. Members agreed. p. 76: "bicycle" misspelled. p. 91-92: Mr. Farrar noted that the 2 graphs don't appear to track. This should be checked on. Regarding schools: Mr. Farrar felt specific needs should be stated. He felt it important to know whether community growth should be controlled relative to providing schools in order to avoid the problems that occurred in 1968. He said it is important to know what will be needed more than 5 years ahead. Review and Act on Amendment to Highway Union Contract Mr. Mona moved that the Council sign the amendment to the Highway Union Contract. Mr. Flaherty seconded, and the motion passed unanimously. Discuss Dorset Street improvement project. A meeting was held with the State. The State will work closely with Boyle's office. The need for a jug handle was raised. There is a concern that people going south will want to turn left. Report on Governor's Airport study Commission Mr. Flaherty reported that the Commission has asked for 2 new members to the Commission, one to be appointed by the Governor, and the other to be appointed by the MPO. The Committee will also recommend the Airport do its own budget and bonding, subject to the approval of Burlington aldermen. Review Planning Commission Agenda No issues were raised.
