HomeMy WebLinkAboutMinutes - City Council - 05/20/1985CITY COUNCIL 20 May 1985 The South Burlington City Council held a regular meeting on Monday, 20 May 1985, at 7:30 pm, in the Conference Room, City Hall, 575 Dorset Street. Members Present Michael Flaherty, Acting Chairman; Leona Lansing, George Mona Members Absent William Peters, Paul Farrar Others Present William Szymanski, City Manager; Jane Bechtel, City Planner; Margaret Picard, City Clerk/Treasurer; Sylvia Smith, Natural Resources Committee; Bruce O'Neill, Recreation Dept.; Ruth Poger, Sid Poger, The Other Paper; Lowell Krassner, Larry Kupferman Comments & questions from the public (not related to Agenda items) No issues were raised. Report from Queen City Park Association regarding request for park recreation equipment Larry Kupferman advised that at a meeting last week members had approved formally applying for the $500 in the budget for upgrading playground equipment. This includes new basketball uprights and an A-frame for the swings. Some committee members will do the work themselves. They would release the city from any liability and would also trade the water for the bath house for 10 years. This is billed now at $25/year. Mr. Szymanski advised that the city is covered for liability on private property. Members agreed that since the money was in the budget, no further action was needed. Review Chapters on Population, Housing & Natural Resources from the updated Master Plan Ms. Bechtel advised that population growth from 1970 to 1980 was down to 1% annually compared to 4% annually between 1960 & 1970. There has been a slowdown in condo developments and an increase in single family homes. This won't appear in the data until 1986-87. Building permits for residential construction are increasing. 17% of housing growth rate has been in So. Burlington which is the highest in the area. Mr. Mona raised the question of housing opportunity for older citizens. Ms. Bechtel said this will be addressed by the Zoning document after the plan is in place. Mr. Mona also felt the natural resources part of the plan was not in keeping with the tone of the rest of the document. Mr. Krassner said they felt it important to enumerate what the natural resource base of the city is as there is a tendency to lose tract of it. He also noted that UVM is considering getting rid of some of its natural areas and might choose at some time to get rid of the ones in S. Burlington and it is important to know of these and to protect them. Ms. Bechtel noted that there are very important recommendations in this chapter, e.g. #6 which states that protection and maintenance of ongoing agricultural land shouldn't be discouraged and that a person shouldn't be penalized for not using agricultural land. The plan should be finished by the end of June, and it must be passed by November. Set City and School Tax Rate for 1985-86 fiscal year Mr. Szymanski advised that the final value of all property is $527,343,755, resulting in a Grand List of $5,254,000 with the total amount to be raised by taxes of $11,453,892. This results in a tax rate of $2.18 (.583 from the city, 1.597 from the schools). This will yield $11,453,720. Ms. Lansing moved that the tax rate be set at .583 for the city and 1.597 for the schools, with a grand list of $5,254,000. Mr. Mona seconded with unanimous approval. Retiring Planning Commission Chairman - Sidney Poger A) Adopt Resolution of Commendation: Mr. Flaherty read the Resolution (attached) Ms. Lansing moved that the Council sign the Resolution as read and present it to Mr. Poger. Mr. Mona seconded with unanimous consent. B) Present token of appreciation - Mr. Mona said that Mr. Poger had served the city better than anyone else which is shown in the even development of the city and the fine way in which he has performed as Chairman. He presented Mr. Poger with a token of appreciation from the Board. Appoint Auditors for the 1984-85 Audit Mr. Szymanski noted that they have been pleased with Sullivan, Powers, which was echoed by Ms. Picard. Ms. Lansing moved that the Council accept the City Manager's recommendation and appoint auditors Sullivan, Powers. Mr. Mona seconded with unanimous approval. Read Minutes of Regular Meeting of 6 May 1985 Ms. Lansing moved that the Minutes of 6 May 1985 be approved as written. Mr. Mona seconded with unanimous approval. Sign Disbursement Orders Disbursement orders were signed. Old/New Business The question of charging for a catering permit was raised. Mr. Mona asked that Ms. Picard investigate how Burlington handles their fee. Ms. Lansing said that in talking with Fred Mazur she had learned that Bartlett Bay waters are in bad shape. Mr. Szymanski said he would contact Water Resources and see where it is coming from. Ms. Lansing asked if it would be possible to have appraisal appeal hours in the evening. Mr. Szymanski said he would try. Liquor Control Board Ms. Lansing moved that the Council meet as Liquor Control Board to consider a catering permit. Mr. Mona seconded with unanimous consent. Mr. Szymanski presented a request from Grandvue Corp. for a wedding on June 1, from 3 p.m. to Midnight at K of C Hall. Ms. Lansing moved that the Board approve the catering request as presented by the City Manager. Mr. Mona seconded with unanimous approval. Executive Session Ms. Lansing moved that the Board adjourn and reconvene as City Council in Executive Session to discuss ambulance service and resume regular session only for the purpose of adjournment. Mr. Mona seconded with unanimous approval. By motion of Ms. Lansing and 2nd by Mr. Mona the Council came out of Executive Session at 8:30 P.M. and adjourned immediately. Poger has served as a member of the Planning Commission since May, 1972, and as the Chair- man from 1977 to the present, and WHEREAS, he also served on the Zoning Board of Adjustment from May, 1970 to May, 1972, and WHEREAS, during that time he has served the community with untiring effort and distinction, we the members of the City Council desire to have the following resolution entered into the minutes of this meeting; BE IT RESOLVED, that the City Council on behalf of the people of South Burlignton, expresses its appreciation for Mr. Pogers' long and dedicated service and the contri- bution he has made to the Planning Commission and Zoning Board of Adjustment, and BE IT FURTHER RESOLVED, that a true Copy of this resolution be presented to Mr. Poger. - Michael D.
