HomeMy WebLinkAboutMinutes - City Council - 06/03/1985 (2)CITY COUNCIL ORGANIZATIONAL MEETING 3 JUNE 1985 The South Burlington City Council held an organizational meeting on Monday, 3 June 1985, at 7:00 pm, in the Conference Room, City Hall, 575 Dorset Street. Members Present Paul Farrar, Michael Flaherty, Leona Lansing, George Mona, Francis Murray. Others Present William Szymanski, City Manager; Jane Bechtel, City Planner; Richard Ward, Zoning Administrator; Richard Spokes, City Attorney, Margaret Picard, City Clerk/Treasurer Election of Officers Mr. Szymanski opened the floor for nominations for Chairman of the South Burlington City Council. Mr. Flaherty nominated Paul Farrar. Mr. Flaherty then moved that nominations be closed. In the vote which followed, Mr. Farrar was elected by a vote of 3-2. Mr. Mona explained his "no" vote by saying he felt it was not a good precedent to have one person serve as chairman for so many years; Ms. Lansing said she was concerned about the amount of time Mr. Farrar has spent away from the city. Nominations were then opened for Vice Chairman. Mr. Mona nominated Mike Flaherty. Mr. Murray moved that nominations be closed. Mr. Flaherty was elected by a unanimous vote. Nominations for Clerk were then opened. Mr. Farrar nominated Frank Murray. There being no other nominations, Mr. Murray was elected unanimously. Set time and place for regular meetings After a brief polling of members, Mr. Farrar moved that regular City Council meetings continue to be held on the first and third Mondays of each month. Ms. Lansing seconded and the motion passed unanimously. Appointments to be made by majority vote of the Council, City Charter, Chap. 3, Sect. 301 (2) Mr. Murray requested that each of the appointments be considered separately and this was agreed to by other members. City Treasurer and Trustee of Public Funds: Mr. Szymanski indicated that he was satisfied with the work of Ms. Picard. Mr. Murray then moved that Margaret Picard be reappointed to the position of City Treasurer and Trustee of Public Funds. Mr. Flaherty seconded, and the motion passed unanimously. City Attorneys: The City Manager expressed satisfaction with the work of the present City Attorneys. Mr. Farrar then moved that the City retain the law firm of Spokes, Foley & Stitzel as City Attorneys. Ms. Lansing seconded with unanimous approval. Grand Juror and City Agent: Mr. Mona moved that William Szymanski be reappointed Grand Juror and City Agent. Ms. Lansing seconded with unanimous approval. Zoning Administrative Officer: Mr. Murray expressed concern with correspondence to the Zoning Administrator indicating that zoning laws were possibly not being followed by the Zoning Board. He asked if the appointment could be held up until a presentation was made at the regular meeting. Ms. Lansing said she shared this concern. Mr. Mona felt the appointment of the Zoning Administrator was not related to possible problems with the Zoning Board. Mr. Murray stressed that he felt the cloud over the Zoning Board should be dealt with before the Zoning Administrator is reappointed. Mr. Murray then moved to delay the appointment of Zoning Administrator until David Boehm is heard from in the regular meeting. Ms. Lansing seconded and the motion passed unanimously. First Constable: Ms. Lansing moved that Donald Lavalette be reappointed First Constable. Mr. Murray seconded, and the motion passed unanimously. Second Constables: Mr. Flaherty moved that Norman Airoldi and Daniel Wright be reappointed Second Constables. Ms. Lansing seconded with unanimous consent.
