HomeMy WebLinkAboutMinutes - City Council - 05/02/1983CITY COUNCIL May 2, 1983 The South Burlington City Council held a Regular Meeting on Monday, May 2, 1983, at 7:30 p.m., in the Conference Room, City Hall, 575 Dorset Street. Members Present Paul Farrar, Chairman; Michael Flaherty, Leona Lansing, William Burgess Member Absent Hugh Marvin Others Present William Szymanski, City Manager; David Minnich, Assistant City Manager; Pat Burgmeier, The Other Paper; Albert C. Audette, Street Department; James F. Sorrell, Ann J. Sorrell Read Minutes of Special Meetings of April 15 & 21, 1983 and Regular Meeting of April 18, 1983 Mr. Flaherty moved that the minutes of the special meetings of April 15 and 21, 1983 and the regular meeting of April 18, 1983 be approved as written. Ms. Lansing seconded with unanimous consent. Sign Disbursement Orders Disbursement orders were signed. Consider the disposition of a parcel of land resulting from relocation of Brigham Road Mr. Szymanski explained that the piece of land in question is really a continuation of the Sorrell's land. Mr. Farrar asked whether the City now has the deed for the new piece of land which is called Brigham Road. Mr. Szymanski said this has not yet been obtained but will be shortly. Ms. Lansing asked how much land is involved. Mr. Szymanski estimated a quarter of an acre. Mr. Flaherty then moved to empower the City Manager to transfer the abandoned portion of Brigham Road to James and Ann Sorrell reserving the right to reclaim the land if use is required for street or utility construction some time in the future. Ms. Lansing seconded with unanimous consent. Adopt resolution forming Chittenden County Metropolitan Planning Organization Mr. Flaherty moved to empower the City Manager or City Council Chairman to sign the resolution forming the Chittenden County Metropolitan Planning Organization. Ms. Lansing seconded with unanimous consent. Define highway improvement projects to be submitted to the State Agency of Transportation for their construction program. Mr. Flaherty moved that the list of projects outlined in the City Manager's Memo to Art Hogan of January 17, 1983 be approved. Mr. Burgess seconded. Ms. Lansing suggested that wherever possible bicycle paths be included when construction work is done. Mr. Flaherty so amended the motion and it received unanimous approval. Review list of property tax penalty waivers Mr. Flaherty moved that the list of penalties on real estate and personal property be accepted. Ms. Lansing seconded with unanimous consent. Update on Bond Issue promotion Mr. Szymanski indicated that fliers will be sent out at no expense to the City. The proposed flier was approved by common consent. Drainage problem on Cottage Road Mr. Szymanski and various Council members indicated that they had been contacted by the homeowners in question. Mr. Szymanski indicated he had visited the house, looked into the manholes and had not noticed anything plugged. He hadn't thought it was an emergency. Mr. Audette had checked it the next day, and a few days later it was cleared out, and the homeowner said the problem was solved immediately. The homeowner has submitted a bill for $991.80 which includes hours lost from work due to the problem. Mr. Farrar said he did not see how the City could become liable. Mr. Szymanski indicated that with sewers, the city would clean up the basement, etc., but this has never been done with clean water. Mr. Burgess said he was reasonably satisfied that the City had done the right thing. Mr. Farrar recommended that the City Attorney be contacted to see if there is any liability on the City's part. Other Business Ms. Lansing suggested that letters of appreciation be sent to Dennis Delaney and the three City Representatives for the work they did on the Correctional Center issue. Executive Session Mr. Flaherty moved that the Council go into Executive Session to discuss union contracts and return to regular session for the sole purpose of adjournment. Ms. Lansing seconded with unanimous consent. The City Council come out of Executive Session. By motion of Mr. Flaherty and seconded by Ms. Lansing the meeting was adjourned at 8:45 P.M.
