HomeMy WebLinkAboutMinutes - City Council - 04/21/1983CITY COUNCIL APRIL 21, 1983 The South Burlington City Council held a Special Meeting on Thursday, April 21, 1983 at 5:15 P.M., in the second floor Conference Room, City Hall, 575 Dorset Street. Members Present Paul Farrar, Chairman; Michael Flaherty, William Burgess, Hugh Marvin, Leona Lansing. Others Present William J. Szymanski, City Manager; David E. Minnich, Assistant City Manager, City Clerk Margaret A. Picard, Street Department Supervisor Albert (Sonny) Audette. Sign Municipal Building bond re-issuance agreement Mr. Minnich presented a bond re-funding agreement and resolution for the City Council's consideration. The Vermont Municipal Bond Bank is re-issuing the July, 1983 bonds within the next two weeks. It is expected to reduce debt payments by 4%. The premium and cost of re-issuance will be under $500,000 and will be pro-rated to all bond participant's principle. Mr. Flaherty moved the City Council approved the Vermont Municipal Bond Bank Re-funding Resolution and authorize the City Manager to sign the Agreement. Mr. Burgess seconded and all voted in favor of the motion. Discuss the May 17, 1983 Highway Bond Promotion Mr. Marvin inquired about the status of the promotion. Mr. Szymanski informed the Council that (1) City Manager is preparing a Press Release, (2) Ms. Lansing and the City Manager are preparing Flyers to be mailed to all South Burlington Voters, (3) that the City Manager is making arrangements to speak with the Senior Citizens. Mr. Marvin stated Vin D'Acuti has volunteered to be Treasurer of any fund raising activity needed for this highway bond promotion. Mr. Marvin felt the voters should be assured that the City Council will not be asking for highway improvement bonds each year. By common consent the City Council agreed that if the May 17, 1983 Highway Bond is approved by the voters, that the City Council will not ask for additional highway funds for three (3) years. State of Vermont Five-Year Transportation Program On Tuesday, May 10, 1983 the State Department of Transportation will be conducting a Public Hearing on their Five-Year Transportation Program. The City Council would like to give the State Department of Transportation a list of South Burlington's Highway needs. Mr. Szymanski was directed to prepare such a list for the City Council's consideration on May 2, 1983. There being no further business the City Council adjourned at 5:50 P.M.
