SPECIAL MEETING OCTOBER 25, 1982 A special meeting of the South Burlington City Council was held at 7:30 p.m. on Monday, October 25, at City Hall, 575 Dorset Street. MEMBERS PRESENT Paul Farrar, Chairman; Michael Flaherty, William Burgess, Leona Lansing MEMBER ABSENT Hugh Marvin OTHERS PRESENT William Szymanski, City Manager; David Minnich, Assistant City Manager; Steven Jeffrey, Vermont League of Cities and Towns; Pat Burgmeier, The Other Paper; Sue Chastenay, Sue Hayes, Carole Snow Lothrop, Iris M. Martinez, Ida Lendway, Tony Lendway, Robert S. Bramley, Mary Ann Corey, Fina Cram, Robert Beauchemin, Thomas Juiffre, Donald Metcalf, Susan Metcalf, all of Kirby Road; Albert C. Audette, Bennett Greene Sign Disbursement Orders Disbursement Orders were signed. Discuss sidewalk for Kirby Road with residents Susan Hayes, spokesperson for residents of Kirby Road, presented a petition and outlined the reasons for the sidewalk request. Young children must walk three- quarters of a mile to the Chamberlain School and are endangered by rapidly moving bus and truck traffic on the road. The residents' two previous requests have been denied, but since that time, traffic has increased even more. The danger is much greater in winter when snow forces the children to walk even further into the road. Some of these children are only of kindergarten age. In addition to the sidewalk, residents would like a "SLOW-CHILDREN" sign and increased police surveillance to apprehend speeding offenders. Mr. Farrar explained the budgeting procedure and assured the residents that their request would be considered at the next budget allocation meeting. In the meantime, a sign will be ordered and police will be asked to patrol the street. Mr. Audette noted that dump trucks are turned back when they are caught on Kirby Road and all the companies have been informed that their loaded trucks do not belong there. A letter will also be written to the CCTA advising that bus drivers are not to exceed speed limits. Mr. Farrar finally advised the homeowners that it might be a good idea for them to be represented at the budget meetings to restate and emphasize their sidewalk request. Appoint one Council Member to Insurance Committee Mr. Minnich explained that a special 4-member committee will review insurance coverages, either by themselves or with the aid of an independent consultant. They would hope to complete this review by Christmas. Mr. Flaherty moved that the Council appoint Hugh Marvin, if he is willing, to the special Insurance Committee. Mr. Burgess seconded with unanimous consent. Liquor Control Board Mr. Flaherty moved that the Council meet as the Liquor Control Board. Ms. Lansing seconded with unanimous consent. After noting that the proper inspections had been made, Mr. Flaherty moved that First Class Liquor License be granted for Olympiad, and that two temporary liquor licenses be granted for catering parties at the Knights of Columbus Hall.
