HomeMy WebLinkAboutMinutes - City Council - 05/11/1982CITY COUNCIL MAY 11, 1982 The South Burlington City Council held a special meeting on Tuesday, May 11 1982 at 7:30 pm in the Mini-Conference Room, City Hall, 575 Dorset Street. Members Present Paul Farrar, Chairman; Hugh Marvin, Howard Perkett, William Burgess Members Absent Michael Flaherty Others Present William Szymanski, City Manager; David Minnich, Assistant City Manager; Lance Reinholz, Police Negotiator; Kevin Hayes, President SBPOA. Continue Police Contract Negotiations Mr. Reinholz stated the Police Association would drop Article X, Section 7, regarding additional compensation for performing police duties outside the City; would drop their request for compensation for college credits in Article XXII, Section 6; would agree to the City's no strike, no lock-out language in Article XXIII, Section 3; providing Article XXII, Section 18, regarding binding arbitration on all issues is agreed to by the City. The City agreed, conditional to the City Attorney's forthcoming letter advising the City Council of their legal limitations to agreeing to binding arbitration for an indefinite period of time. Mr. Minnich reported verbally on his conversation with the City Attorney's office. Binding arbitration can be agreed to by both parties when there is an impass on specific issues. The City Council does not have the authority to agree to binding arbitration prior to impass and for an indefinite period. The Citizens of South Burlington would have to vote to give the City Council that authority. Mr. Reinholz replied, if the City Attorney's letter stated the Council could not agree to binding arbitration, then additional contract negotiations would be necessary. Otherwise, the contract would be acceptable to the Police Association. Economic issues to be opened for 1983-84, and subject to binding arbitration would be Articles IX, X, XI, XIII, (b), (c), XIV, XV, XVI, XVII, XVIII, XXI, XXII (6). If the arrangement for weight lifting at the High School is not satisfactory, both parties agreed to discussing the matter with the economic issues for 1983-84. The meeting adjourned at 8:00 pm.
