CITY COUNCIL JULY 22, 1982 The South Burlington City Council held a Special meeting on Thursday, July 22, 1982 at 9:00 P.M. in the Conference Room, City Hall, 575 Dorset Street. Members Present Paul Farrar, Chairman; Michael Flaherty, Hugh Marvin, William Burgess, Leona Lansing. Others Present William J. Szymanski, City Manager; David E. Minnich, Assistant City Manager; Margaret Picard, City Clerk/Treasurer. Liquor Control Board Mr. Marvin moved the City Council meet as the Liquor Control Board. Mr. Flaherty seconded the motion with unanimous support. Mr. Burgess moved to approve the first class liquor license for Friar John's as presented by the City Manager. Mr. Marvin seconded the motion with unanimous support. Mr. Burgess moved to adjourn as the Liquor Control Board and reconvene as the City Council. Mr. Marvin seconded the motion with unanimous support. South Burlington Southern Connector Mr. Marvin said he would like to see the Southern Connector and other South Burlington highway needs presented to the voters in September, 1982. He suggested interest earnings from the Southern Connector Bond Sale could be used to finance these other highway needs. Mr. Minnich stated federal reserve regulations require construction projects which are financed by long term debt to be started within six months of the bond sale and completed within three years. We may use the interest earnings for other highway projects if the voters so authorize it, but must be in conformance with federal law regarding the above time frame. Mr. Marvin stated he would like to have a favorable vote from the citizens before committing ourselves to paying for engineering costs incurred by the State of Vermont. Mr. Farrar responding to a question from Leona Lansing indicated the City would be responsible for thirty percent of the engineering costs. He would like to know from the State whether this would be retroactive to the signing of a formal agreement with the State to include costs incurred for engineering services already performed, or is it for future expenditures after the date of this signing. Mr. Farrar would like to present the voters with this issue in November, 1982. In the interim the City could inform the public about the Southern Connector. Ms. Lansing stated she could not support the highway project because it is too expensive, would require condemning homes and businesses, and future automobile use in this area may be less than it is now. Mr. Farrar suggested that we contact the State to see if South Burlington could ask the voters for a bonding authority limited to the right-of-way acquisition and engineering studies. At a later date we would ask for bonding authority for construction. Other City Council members concurred and instructed Mr. Szymanski to contact the State of Vermont.
