MEETING MINUTES
Members Present: Linda Norris, John Burton, Tom Bailey, Sriram Srinivasan Members Absent: Jacob West Staff Present: Jessie Baker Guests: Linda Bailey and Chris Trombley
Tuesday February 8, 2022 5:30 PM
1.Welcome, agenda review and approval
The Meeting was called to order by John Burton, Chair, at 5:35 PM. Agenda approved.
2.Public comments on items not on the agenda
None
3. ***Approve minutes from January 11,2022 EDC Meeting.
Reviewed and approved. Linda motioned and Tom seconded.
4.City Manager Updates
A)City Manager Jessie Baker updated that new LD Regulations passed CC last night 3-2.Some language from UVM added and the Council did not discuss an "Economic" study of newLDRs impact.
B)City mask mandate is continued and includes an opt out option for SB businesses. Frontdoor of business signage recommended.
C)UMALL potential buyer may close on property by end of FEB/MAR timeframe.
D)Southern VT Group looking for support from SB on " Declaration of Inclusion". Equity andInclusion important to us. Jessie/Andrew B will review as more information and definitiondevelops.
5.Scheduling meeting with UVM and City staff on city economic data draft
John B reported difficulties with UVM getting a date to reconvene for continued SB data gathering and analysis and discussion for SB Dashboard. In interim, John to ask Dept Labor for data, and Jessie to ask CCRPC for SB data.
6.Airport rezoning committee update and input request
John B reported a conceptual plan/sketch for one idea on new aviation hangars for private planes /snow removal equipment. OR maybe development for commercial use...discussion ensued and more future committee meetings required fed and other input. Also needs for
quality sound buffer for adjacent residential area.
7.Economic development ARPA spending plans update
Many potential uses discussed like tax credits, affordable housing, storm water for $5.6 M funding ($1.5M already allocated in budget). Potential Roundtable for SB Business input? CC to discuss at Feb 22 meeting.
8.Economic impact of Climate Action Taskforce recommendations
Srini briefed EDC on latest task force discussions. Building and Thermal Sector next to be discussed and public engagement in next 2 months. Very diverse and complex topic -- Jessie thanked Srini for his valuable input and presence on the Task Force.
9.Setting a GDP and Grand List growth goal for Comprehensive Plan
Discussion ensued on getting 5 yr history data of Grand List for Commercial and Residential analysis and projecting forward for Comp Plan, not due until 2024.

Meeting adjourned 7pm. (Srini moved and Linda seconded adjournment motion).
