HomeMy WebLinkAboutMinutes - City Council - 05/22/1981CITY COUNCIL ORGANIZATIONAL MEETING MAY 22, 1981 The South Burlington City Council held an organizational meeting in the Mini-Conference Room of the City Hall on Dorset Street, at 5:00 P.M. on Friday, May 22, 1981. MEMBERS PRESENT Paul Farrar, Martin Paulsen, William Burgess. MEMBERS ABSENT Michael Flaherty, John Towne. OTHERS PRESENT William Szymanski, Margaret Picard, Richard Ward, Betty Bailey. City Manager William Szymanski chaired the meeting, calling it to order at 5:00 P.M. He opened the meeting with the Pledge of Allegiance. ADMINISTRATION OF THE OATH OF OFFICE City Clerk Margaret A. Picard then administered the oath of office to Councilman William Burgess for a two year term. Councilman Michael Flaherty had received the oath from Mrs. Picard on Thursday, May 21, 1981 for the three year term. ELECTION OF OFFICERS Mr. Szymanski said that the chair was open for nominations for Council Chairman. Mr. Paulsen nominated Paul Farrar. Mr. Burgess seconded the nomination. Mr. Burgess moved that nominations be closed, and Mr. Paulsen seconded the motion. Dr. Farrar was voted Council Chairman unanimously. Mr. Szymanski said the chair was open for nominations for Vice Chairman. Mr. Burgess nominated Mr. Flaherty , who was not present but it was felt that he would accept. It was seconded by Mr. Paulsen. Dr. Farrar moved that the nominations be closed. Mr. Burgess seconded the motion. Mr. Flaherty was elected Vice- Chairman unanimously. Mr. Szymanski said the chair was open for nominations for Clerk. Dr. Farrar said that Councilman John Towne had done a good job as Clerk for the past year and it was also felt that he would accept another year. Dr. Farrar nominated John Towne, seconded by Bill Burgess. Martin Paulsen moved that nominations be closed and Mr. Burgess seconded the motion. Mr. Towne was voted Clerk unanimously. SET TIME AND PLACE FOR REGULAR MEETINGS The regular meeting time has been the first and third Mondays of the month. No one had any objection to this. Paul said that the summer month meetings had been held at 8:00 P.M. To continue this way was fine by all. Mr. Paulsen made the motion that the regular meetings continue to be held on the first and third Mondays of the month, and that the meeting time for June, July and August be 8:00 P.M., but starting in September the meeting time would be 7:30 P.M. for the rest of the year. Mr. Burgess seconded the motion and it passed unanimously. The meetings will be held in the City Hall Conference Room unless otherwise stated. APPOINTMENTS TO BE MADE BY MAJORITY VOTE OF THE COUNCIL Mr. Szymanski said the these appointments were necessary to continue city business. The Council were given the names of those currently holding the positions. Dr. Farrar moved that Margaret Picard be appointed City Treasurer and Trustee of Public Funds, Richard Spokes be appointed City Attorney, and Richard Ward be appointed the Zoning Administrator, William Szymanski be appointed Grand Juror and City Agent, Donald Lavalette be appointed First Constable and Norman Airoldi be appointed as Second Constable. The motion was seconded by Martin Paulsen and passed unanimously. The appointment of an auditor for the fiscal year 1981-1982 will be discussed at a regular meeting in the future. SIGN NOTES Mrs. Picard presented for Council signatures a renewal note from the South Burlington Water Department. She also had for signatures a note for the municipal complex in the amount of $108,800 that had been voted on at a Special Election on September 9, 1980. There being no further business Martin Paulsen motioned to adjourn and Bill Burgess seconded. The meeting adjourned at 5:15 P.M.
