HomeMy WebLinkAboutMinutes - City Council - 05/18/1981CITY COUNCIL MAY 18, 1981 The South Burlington City Council held a regular meeting on Monday, May 18, 1981 at 7:30 p.m. in the Conference Room, City Hall, 575 Dorset Street. Members Present Michael Flaherty, Vice Chairman; William Burgess, John Towne Members Absent Paul Farrar, Chairman; Martin Paulsen Others Present William Szymanski, City Manager; State Highway Officials Sherman Gage, Thomas Evslin and Margaret Jennings; City Clerk Margaret Picard, Jack Shearer Meet with State Highway Officials on South Burlington's Southern Connector At 7:30 p.m. only Councilmen Flaherty and Burgess were present, so the Connector was discussed informally until Mr. Towne arrived and a quorum was established. During the informal discussion, a question was raised as to whether making minor changes to the road as designed now would necessitate new hearings. Mr. Gage said that the Transportation Board would have to be petitioned, but that it might be possible to make a minor change. Ms. Jennings said Holmes Road would have to be cut off or have an at-grade crossing with the Connector. There is not room for a bridge there. Mr. Flaherty saw no problem with that. Mr. Gage noted that the Laurel Hill Extension did not exist as a part of this project. Its cost is not included in figures and it was never put on the Urban Systems map. Mr. Towne arrived at this point, and a quorum was established. Mr. Gage said the Connector could be built so the Extension could be added at a later date. Mr. Evslin noted that the bridge at Bartlett Bay Road added 25% total to the cost of the road because it forces another bridge at the end of the project. Mr. Gage said the soonest the project could go to construction would be 1986 to 1988 and the costs are all in 1979 dollars. Mr. Flaherty asked about South Burlington's project if Burlington changes its mind about its road. Mr. Gage said the Burlington interchange was configured so South Burlington's could tie into it, but if Burlington decided against the road, South Burlington would want to look at its project again, and Mr. Evslin added that the state and federal officials would also want to look again. Mr. Szymanski asked what happened if the October bond issue planned for the road failed. Mr. Gage said the city would be responsible for 10% of the costs so far but 100% of any right of way costs expended. Mr. Szymanski asked when the state would have to be paid back if the bond issue passed and Mr. Evslin said he would get an answer on that. Mr. Flaherty said he would prefer that the entire board discuss the grade crossing and that they would get back to the state by the first week in June. Minutes of May 11, 1961 The May 11, 1981 minutes were approved on a motion by Mr. Burgess, a second by Mr. Towne and a unanimous vote. Sign Orders Orders were signed. Review Planning Commission agenda There were no comments. Review list of unlicensed dogs The members had been given a list of dogs licensed last year but not this year. The owners had been sent letters. Mr. Burgess moved to accept the list of unlicensed dogs from the City Clerk. Mr. Towne seconded the motion and all voted aye. Old business The time and date of the Organizational Meeting was changed from May 20th to Friday, May 22 at 5:00 p.m. It was decided to discuss the language relating to accumulated vacation time for terminated employees (to be part of the Personnel Rules and Regulations) at the next meeting. The Council decided to meet at 7:30 p.m. on May 28 to discuss a police grievance and the Bartlett Bay crossing on the Southern Connector.
