CITY COUNCIL MARCH 2, 1981 The South Burlington City Council held a regular meeting on Monday, March 2, 1981 at 7:00 pm in the Conference Room, City Hall, 575 Dorset Street. Members Present Paul Farrar, Chairman; Michael Flaherty, John Towne, Martin Paulsen, William Burgess Others Present William Szymanski, City Manager; Edith, Jane & Dan Hendley, Janet Schneider, Roberta Strauss, Albert Audette, George Watson, MaryAnne Gucciardi, Hildegard Cooke, Diana Snyder, William Schuele, Dennis Snyder, Bruce O'Neill, Tom Hubbard Agenda addition The following item was added: Go to the fire department to look at engine #1. Meet with South Burlington City Hall Association This item was cancelled until next week at the request of the Association. Minutes of February 19 and 23, 1981 The February 19 and 23, 1981 minutes were approved on a motion by Mr. Flaherty, a second by Mr. Paulsen, and a unanimous vote. Disbursement orders Disbursement orders were signed. Meet with Dan Hendley regarding a "Nuclear Freeze" item on the May ballot Mr. Hendley said he had worked on getting this item on the Burlington ballot. He had sent the members letters justifying the referendum. He wants to encourage the process of stopping the build-up, which he feels is suicidal. He added that residents of this area would be likely to be victims of a first strike. He said that as far as monitoring, each side would have to be able to do spot checks anywhere. He was not discussing decreasing the numbers, just of putting a lid on the build-up. Mr. Farrar said the City Attorney would have to be consulted on the legality of putting such a question on the ballot before the city could decide whether it wanted the question there or not. Asked about specific language for the question, Mr. Hendley said it was in the letter. Mr. Flaherty noted that the statement in the letter was one which no one could disagree with and he said it could be interpreted many ways. He was not sure such an item would have any impact on the State. Mr. Hendley said the proposal was to freeze in place. Mr. Paulsen noted that if the US did agree with Russia on this, there might be other nations later which would pose the same threats, but Mr. Hendley felt that if Russia and the United States could not agree, no one else would have any incentive to. Mr. Hendley was warned that if the item did appear on the ballot, the wording might be changed from the letter. Ms. Roberta Strauss stated that she supported the proposal. Mr. Flaherty moved to table the item for two weeks. Mr. Paulsen seconded the motion and all voted aye. Continue review of 1981-82 budgets Mr. Farrar said the City Attorney had been consulted on splitting out the CCTA's subsidy and putting it out as a separate budget item to vote on, with the understanding that if it does not pass, funds for it will have to be taken out of the regular budget, since the city has to pay for one more year anyway, and the first order of business after the reorganizational meeting will be a vote by the Council on whether or not to stay in the CCTA. If the CCTA item does not pass, specific items will be deleted from the budget to pay for it for one year. Those specific items can be considered again for funding the next year. If the CCTA item does not pass, it can be taken as a mandate to the future Council to look carefully at whether or not to stay in the Authority. Mr. Lowell Krassner spoke in favor of fencing for Red Rocks Park, to keep out vehicle traffic. Recreation - Mr. O'Neill said the major increase was for salaries. Car expense has also increased. He also went over a list of proposed capital expenditures, and said that a proposed jogging course was his lowest priority. Natural Resources - Mr. Schuele felt fencing was needed in two areas, but he agreed that the fencing requested by Mr. O'Neill had the highest priority now. Fine Arts - Mr. O'Neill went over this budget. Mr. Audette agreed the fencing requested tonight was more important than a backstop at Jaycee Park. Review Planning agenda There were no comments. Other business It was decided to meet March 12, 1981 at 7:30 pm with the Police Union. The Council will also meet March 9, 1981 at 7:30 pm.
