ADDITION On page 1, the words "and to warn a public hearing" should be added to the motion on the C1/C2 zoning. The City Council continued a meeting on March 19, to tonight, March 20, 1980 at 8:20 pm, immediately following the Steering Committee meeting, in the City Hall Conference Room, 1175 Williston Road Members Present Paul Farrar, Chairman; Kenneth Jarvis, William Burgess, Michael Flaherty, Martin Paulsen Others Present William Szymanski, City Manager; Karin Larson, Margaret Picard, Gloria Yandow Continue work on the budget Mr. Farrar said the Council would have to make decisions on the items to be put up for voter approval as revenue sharing items in addition to the ones decided at last night's meeting. After some discussion, Mr. Burgess moved that the following items be voted for revenue sharing funds: $50,000 for the CCTA, $12,250 for traffic lights, $2,750 for library books, $24,000 for a landfill machine. $6,000 for police patrolcars. $17,000 for police vehicles, $3,500 for police uniforms and equipment, $11,500 for fire department equipment, $5,000 for the Winooski Valley Park District, $11,000 for the County Court operations. $10,000 for the ambulance service, $25,000 for street lights, and $4,500 for professional services for the Planning Commission. Mr. Paulsen seconded the motion and it passed unanimously. Review C1/C2 zoning The Council had received a letter from attorney Carl Lisman, representing Erwin Valgoi, which requested that small motels be allowed in the C1 zone. The Council discussed the memos from David Spitz and City Attorney Spokes. Mr. Burgess was not comfortable with the arbitrary nature of the numbers in the zoning. He noted that 2500 sq. ft. was a very small restaurant. Mr. Farrar said the Commission could be asked to justify the figure. Mr. Jarvis asked about the status of interim zoning, since this ordinance would not be ready before interim zoning terminated. Mr. Farrar said he would ask the City Attorney about it. Mr. Paulsen moved to refer the C1/C2 document back to the Planning Commission with the changes as outlined in David Spitz' memos of 3/12 and 3/18. Mr. Flaherty seconded the motion and all voted aye. Mr. Farrar felt that changes discussed in the second memo should prevail over the items in the first memo. Regarding lifting interim zoning, Mr. Farrar noted that adopting an Official City Map had been part of the criteria for the lifting, and he felt that should be done, using the existing street map, and adding the Southern Connector. Meet as Liquor Control Board Mr. Flaherty moved to adjourn as the City Council and meet as the Liquor Control Board and Mr. Paulsen seconded the motion, which passed unanimously. Mr. Farrar said that the request was for an entertainment permit. What's Your Beef wants to transfer its liquor license to Rice High School for Booster from 6:30 pm to 9:30 pm on March 28.
