Re: Findings of Fact, application of Crash Auto Glass, Inc., to amend a previously approved plan for
a 13,600 square foot building for warehouse use (6800 square feet) and airport transient/long term
parking and auto service use (6800 square feet). The amendment consists of converting the 6800
square feet of space used for airport transient/long term parking and auto service use to automobile
repair and service use, 83 Ethan Allen Drive/34 Commerce Avenue.

On the day of October, 1998 the Interim Director of Planning & Zoning approved the request
of Crash Auto Glass, Inc., for site plan review under Section 26. 10 of the South Burlington Zoning
Regulations based on the following findings:
1. This project consists of amending a plan previously approved on 9/9/97 for a 13,600 square foot
building for warehouse use (6800 square feet) and airport transient/long term parking and auto
service use (6800 square feet). The amendment consists of converting the 6800 square foot space
used for airport transient/long term parking and auto service use to automobile repair and service.
2. This property located at 83 Ethan Allen Drive/34 Commerce Avenue lies within the I-C District.
It is bounded on the west and east by industrial buildings, on the north by Ethan Allen Drive and on
the south by Commerce Avenue.
3. Access/circulation: Access is provided by two (2) curb cuts, one (1) 36 foot curb cut on Ethan
Allen Drive and one (1) 36 foot curb cut on Commerce Avenue. No changes proposed.
Circulation on the site is adequate.
4. Coverage/setbacks: Building coverage is 18.4% (maximum allowed is 30%). Overall coverage
is 55.8% (maximum allowed is 70%). Front yard coverage along both streets is 30% (maximum
allowed is 30%).
Setback requirements are met.
5. Parkinia: There are no minimum parking standards in the zoning regulations for the automobile
repair and services use. I I parking spaces are provided including one (1) handicapped space and
a bike rack. The applicant indicated that a maximum of six (6) customer vehicles would be repaired
in one (1) day and there are three (3) on -site employees. Based on this information, it is stafTs
position that I I spaces will be adequate.
6. Landscaping: No additional landscaping required based on building costs. The site is well
landscaped and no additional landscaping recommended.
7. Sewer: No additional allocation needed.
8. Traffic - The $ 1000 contribution for improvements to Ethan Allen Drive required as part of the
6/25/85 subdivision approval was paid in 1986.
9. Lightitim: Exterior lighting consists of six (6) 250 watt wall mounted high pressure sodium lamps
with cut-off luminaries. No additional lighting proposed.
10. Dumpster: The two (2) dumpsters are screened by a wooden fence.
DECISION & CONDITIONS
Based on the above Findings of Fact, the South Burlington Director of Planning & Zoning
approves the site plan application of Crash Auto Glass, Inc., to amend a previously approved plan
for a 13,600 square foot building for warehouse use (6800 square feet) and airport transient/long
term parking and auto service use (6800 square feet). The amendment consists of converting the
6800 square feet of space used for airport transient/long term parking and auto service use to
automobile repair and service use, 83 Ethan Allen Drive/34 Commerce Avenue, as depicted on a
plan entitled "As Built Drawing - Lot 14 Ethan Allen Drive So. Burlington, Vermont," prepared
by J.G. Architects, Inc., dated 6/9/96, with the following stipulations:
1. All previous approvals and stipulations which are not superseded by this approval shall remain
in effect.
2. Any new exterior lighting or changes to existing exterior lighting shall consist of downcasting
shielded fixtures. Any change to approved lights shall require approval of the Director of
Planning & Zoning prior to installation.
3. The parking lot shall be striped as shown on the approved plan prior to issuance of a
Certificate of Occupancy/Compliance.
4. The applicant shall obtain a zoning permit within six (6) months pursuant to Section 27.302 of
the zoning regulations or this approval is null and void.
5. The applicant shall obtain a Certificate of Occupancy/Compliance from the Administrative
Officer prior to the use of the converted space.

6. Any change to the site plan shall require approval by the South Burlington Planning
Commission.
