HomeMy WebLinkAboutMinutes - City Council - 05/21/1980CITY COUNCIL ORGANIZATIONAL MEETING MAY 21, 1980 The South Burlington City Council held an organizational meeting in the Conference Room of the City Hall, 1175 Williston Road, at 5:00 P.M. on Wednesday, May 21, 1980. MEMBERS PRESENT Paul Farrar, Martin Paulsen, William Burgess, John Towne. MEMBERS ABSENT Michael Flaherty. OTHERS PRESENT William Szymanski, Margaret Picard, Richard Ward, Betty Bailey. City Manager William Szymanski chaired the meeting, calling it to order at 5:00 P.M. He opened the meeting with the Pledge of Allegiance. ADMINISTRATION OF THE OATH OF OFFICE City Clerk Margaret Picard then administered the oath of office to Councilman Martin Paulsen for a three year term and to John P. Towne for the two year term as Councilman. Marilyn Towne took pictures of the oaths being given. ELECTION OF OFFICERS Mr. Szymanski said that the chair was open for nominations for Chairman and Mr. Paulsen nominated Paul Farrar. Mr. Burgess seconded the nomination. Mr. Burgess moved that nominations be closed, and Mr. Paulsen seconded the motion. Dr. Farrar was voted Council Chairman unanimously. Mr. Szymanski said that the chair was open for nominations for Vice-Chairman. Mr. Burgess nominated Mr. Flaherty , who was not present but it was felt that he would accept. It was seconded by Mr. Paulsen. Dr. Farrar moved that nominations be closed. Mr. Burgess seconded the motion. Mr. Flaherty was elected Vice- Chairman unanimously. Mr. Szymanski said that the chair was now open for nominations for Clerk. Paul Farrar stated that in the past usually the newest member of the Council was nominated as Clerk. Dr. Farrar nominated John Towne , seconded by Bill Burgess. Mr. Paulsen moved that nominations be closed and Mr. Burgess seconded the motion. Mr. Towne was voted Clerk unanimously. SET TIME AND PLACE FOR REGULAR MEETINGS The regular meeting time has been the first and third Mondays of the month. No one had any objection to this. Paul said that the summer month meetings had been held at 8:00 P.M. To continue it this way was fine with all. Mr. Paulsen made a motion that the regular meetings continue to be held on the first and third Mondays of the month, and that the meeting time for June, July and August be 8:00 P.M. but starting in September the meeting time would be 7:30 P.M. for the rest of the year. Mr. Burgess seconded the motion and it passed unanimously. The meetings will be held in the City Hall Conference Room unless otherwise stated. APPOINTMENTS TO BE MADE BY MAJORITY VOTE OF COUNCIL Mr. Szymanski said that these appointments were necessary to continue city business. The Council were given names of those currently holding the positions. Dr. Farrar moved that Margaret Picard be appointed City Treasurer and Trustee of Public Funds, Richard Spokes be appointed the City Attorney, and Richard Ward be appointed the Zoning Administrator, William Szymanski be appointed Grand Juror and City Agent, Donald Lavalette be appointed First Constable and Norman Airoldi be appointed Second Constable. The motion was seconded by Mr. Paulsen and passed unanimously. At this time Dr. Farrar said that there had been some discussion as to whether auditors were appointed, at this time, to do the city books for the fiscal year closing June 30, 1980 or for the year beginning July 1, 1980 and ending June 30, 1981. The appointment of an auditor for fiscal year 1980-81 will be discussed further at a regular meeting in the future. Mr. Burgess suggested that the city could stay with the same auditing firm for at least one more year until our computer bookkeeping system has proved itself. Paul Farrar made the motion to send a letter to Thompson, Kelly, Jacobs and Gallagher, Certified Public Accountants, confirming that they are to audit the city books for fiscal year July 1, 1979 to June 30, 1980. Bill Burgess seconded the motion and it passed unanimously. There being no further business Martin Paulsen motioned to adjourn and Bill Burgess seconded. The meeting adjourned at 5:15 P.M.
