HomeMy WebLinkAboutMinutes - City Council - 09/25/1979CITY COUNCIL SEPTEMBER 25, 1979 The South Burlington City Council held a special meeting at 7:30 P.M. in the Assessor's Office, City Hall on September 25, 1979. Members Present Paul Farrar, Chairman; Michael Flaherty, Martin Paulsen, William Burgess, Kenneth Jarvis. Others Present William J. Szymanski, City Manager; Joe Zajchowski, Dorwin Thomas, Jim Lamphere, John Dore. More detailed interview of 4 architects selected for proposed municipal building. Dr. Farrar opened the meeting at 7:30 P.M. and started interviewing the architects in the following order: (1) Joe Zajchowski; (2) Dorwin Thomas; (3) Jim Lamphere; (4) John Dore of Whittier, Sargent, Webster and Folley, Inc. All architects described their qualifications and various methods of constructing the proposed municipal building such as: open bidding, selected bidders, building design and construction management. Fees to prepare the preliminary work, for the March Election bond issue, ranged from $3,000 to $10,000. This figure is still to be determined. Fees for final design of the building and construction inspection range from 6% to 8% of the construction cost. These it was emphasized were very preliminary estimates. It was decided to make the final selection on Thursday, September 27, 1979, after the Steering Committee meeting. Formal action on staff prepared motions for the following Interim Zoning Applications Mr. Jarvis moved that the City Council approve the conditional use application of Arthur and Moira Johnson to construct an indoor recreation facility on the southeast corner of Dorset Street and Kennedy Drive, according to the proposal of record, based on the following findings: Findings 1. The proposed use is consistent with the health, safety and welfare of the City of South Burlington and standards 2, 3, 4, of Section 5 of the Interim Zoning Regulations. 2. The proposed use is consistent with standards 1 and 5 on the evidence submitted by the applicant and verified by Traffic Engineering Associates. Mr. Paulsen seconded the motion. All were in favor. Mr. Jarvis moved that the City Council approve the conditional use application of the Merchants Bank to enclose the existing open porch and install ATM Teller System at the branch located within the Shelburne Road Shopping Plaza, according to the proposal of record, based on the following findings: Findings 1. The proposed use is consistent with the health, safety and welfare of the City of South Burlington and standards 2, 3, 4, of Section 5 of the Interim Zoning Regulations. 2. The proposed use is consistent with standards 1 and 5 based on evidence submitted by the applicant and verified by Traffic Engineering Associates. Mr. Paulsen seconded the motion. All were in favor. Mr. Paulsen moved that the City Council approve the conditional use application of Harold Abrams and Sheila Brochu to operate a piano and organ business from existing structure (Williston Road Pharmacy) 1260 Williston Road, according to the proposal of record, based on the following findings: Findings 1. The proposed use is consistent with the health, safety and welfare of the City of South Burlington and standards 2, 3, 4 of Section 5 of the Interim Zoning Regulations. 2. The proposed use is consistent with standards 1 and 5 based on the evidence submitted by the applicant. Mr. Jarvis seconded the motion. All were in favor. Mr. Jarvis moved that the City Council approve the conditional use application of Sterling Emerson and Ronald Wilkinson to construct an addition (10' x 27') dormer and operate a multiple use (real estate and insurance agency) from the structure at 1210 Shelburne Road, according to the proposal of record, based on the following findings: Findings: 1. The proposed use is consistent with the health, safety and welfare of the City of South Burlington and standards 2, 3, 4, of Section 5 of the Interim Zoning Regulations. 2. The proposed use is consistent with standards 1 and 5 based on the evidence submitted by the applicant. Mr. Paulsen seconded the motion. The motion passed, with Dr. Farrar and Mr. Burgess abstaining.
