OTHERS PRESENT William J. Szymanski, City Manager; Bruce O'Neill, Recreation Director; Albert Audette, Street Dept. Supt. MINUTES Chairman Farrar opened the meeting at 7:30 P.M. with the following recommendations to the operating Budget: (1) Total Salaries to be increased by approximately $8,000, and this amount added to the employee retirement plan for purpose of increasing the benefits as agreed upon by the Salary Review Committee. (2) Take the $2,160., Winooski Valley Park District, out of bonded debt and put it into the operating budget Acct.# 2040. (3) Increase Data Processing Acct. #2063, programming and operating assistance, by $3,000. (4) Increase Acct. #2011, Planning Commission chairman and commissioners salaries by $100. each, which will be the same amount as last year's budget. (5) Add to Councilmen's Budget a new account #2089, "Professional Assistance" in the amount of $5,000. (6) In the Police Account # 7004 add $2,250. for the purchase of 24 protective vests and summer shoes and delete the purchase of firearms acct. #7003 and add Alarm Systems Maintenance in the amount of $500. (7) In the Water Pollution Control Budget Acct. #9018, Sewer Line Maintenance add $3,000. for the Sebring Road repairs. (8) Add $2,000. to the Chittenden County Transportation Authority Acct. #2064, for a total of $22,000, and take the amount over the ten percent allowable for the city operating budget and place this amount up for voter approval utilizing Revenue Sharing Funds. This amount is $12,253. (9) Add $2,500 to the Highway Budget Acct.#8054, Special Construction for the purpose of installing pedestrian crossing signals on Williston and Shelburne Roads, utilizing urban systems funds. Capital Budget: (1) Southern Connector Extension to be voted on in May, 1980. Also widening and reconstructing Dorset Street. (2) Municipal Building, (Fire Station, Police Station and City Hall, all in a single building) to be voted on in March 1980. (3) All improvements to Williston Road will be in 1981ā€“1982. (4) Purchase Fire Truck within the next five years. (5) Put acquisition of open spaces in the program. (6) Put the enlargement of the Bartletts Bay sewer plant in capital budget. (7) Iā€“89 interchange with Hinesburg Road push back two years. (8) Kimball Avenue extension to Williston, move back five years. The above recommended changes were from the 1978--1979 Capital Budget. City Council (Special) Councilman Burgess made the motion to include these changes in the 1979--1980 City Operating Budget and Capital Improvement Program, seconded by Councilman Flaherty.
