HomeMy WebLinkAboutMinutes - City Council - 12/26/1979CITY COUNCIL SPECIAL MEETING DECEMBER 26, 1979 The South Burlington City Council held a Special Meeting on Wednesday, December 26, 1979 at 7:30 P.M. in the City Hall Conference Room on Williston Road. MEMBERS PRESENT Chairman Paul F. Farrar, Michael D. Flaherty, William L. Burgess, Martin B. Paulsen and Kenneth Jarvis. MEMBERS ABSENT None OTHERS PRESENT City Manager William J. Szymanski, Robert Carmichael and William Bellinger from the Vermont Federal Savings and Loan; Free Press Reporter Rob Eley, James Lamphere and Lowell Kressner. This meeting was called to reconsider the application of the Vermont Federal Savings and Loan Association to convert an existing structure (tire sales building)located at 1309 Williston Road into a bank facility with drive-in. Chairman Farrar stated that at the December 17, 1979 meeting a motion of approval of this project prepared by the staff did not pass due to a 2 and 2 and 1 abstention vote. Chairman Farrar read the motion from the December 17, 1979 minutes. Councilman Jarvis made a motion to reconsider and rescind the action of the council at its December 17, 1979 meeting on this project. Mr. Flaherty seconded the motion. There was no discussion. All members present were in favor of the motion to rescind the action of December 17, 1979. Chairman Farrar said he would look favorably on the project if two requirements were met, as follows: 1. The dual access onto Hinesburg Road (proposed bank and Mr. Bolton's bldg.) be combined to a single road opening shared by both parties constructed southerly as far as possible. 2. A traffic control device be installed at the Grand Union (Pomerleau) Shopping Center to delay traffic from the south so that traffic exiting onto Hinesburg Road from the bank could make a left-hand turn. Bob Carmichael stated that it may be possible to combine the two drives into one for shared use, however he doubts if a written agreement could be obtained. Lowell Krassner said that he does not favor a traffic signal at the shopping center. He felt that eliminating left turns for traffic exiting onto Hinesburg Road from the bank was the best solution. Councilman Paulsen said that he had reviewed all the data submitted at the initial hearing at which he was absent, and that he would now take part in a vote. Mr. Paulsen then made the following motion which is an additional stipulation to the staff-prepared motion that did not pass at the December 17th meeting: That the staff-prepared motion be reapproved as read at the December 17, 1979 meeting with the addition of the following stipulation; 3. That the developer (Vermont Federal Savings and Loan Association) agree to pay for the installation of a coordinated traffic control device if the city deems it necessary after completion of the project. The motion was seconded by Councilman Jarvis. No discussion followed. The motion passed with a vote of 4 to 1, with Martin Paulsen, Kenneth Jarvis, Michael Flaherty and Chairman Farrar in favor and William Burgess against. APPOINTMENTS TO CITIZENS COMMITTEE ON REGIONAL SLUDGE DISPOSAL Councilman Flaherty made a motion to appoint Donald Whitten to this committee as a representative of City Government and Thomas Schroeder as a representative for the general public. The motion was seconded by Kenneth Jarvis. No discussion followed. All members voted in favor of the two appointments. OTHER BUSINESS - POLICE DEPARTMENT UNION MEETING Chairman Farrar reported that he had a conflict with the date of the meeting set for January 3, 1980. It was agreed to reschedule this meeting to January 8th or 10th, 1980. LIQUOR CONTROL BOARD The Council agreed to meet at 5:00 P.M. on Friday, December 28, 1979 to consider the application for a liquor license for the Black Angus Restaurant (Victorian Inn) on Shelburne Road.
