HomeMy WebLinkAboutMinutes - City Council - 03/07/1978CITY COUNCIL MINUTES MARCH 7, 1978 Special Budget Meeting The South Burlington City Council held a special budget meeting on Tuesday, March 7, 1978 at 8:30 P.M. at the City Hall Conference Room, 1175 Williston Road, South Burlington, Vermont. MEMBERS PRESENT Paul Farrar, Chairman, Michael Flaherty, and Martin Paulsen. OTHERS PRESENT William J. Szymanski, Ethel Schuele, Bruce O'Neill, Richard Carter, Brian Searles. Paul Farrar opened the meeting at 8:30 P.M. saying that it was a continuation of last nights' regular meeting, strictly to review the proposed 1978-79 City Budget. Ethel Schuele, a library trustee, called upon to explain the proposed library budget in the amount of $7,130.00. Ethel began by passing out a graphic illustration of the library circulation and attendance going back to the start of the community library in 1972. Copies of these illustrations are attached. Mrs. Schuele reviewed all the items in the budget which had a net increase of $2,210,00, the bulk of the increase was in staff salaries and book purchases. Mrs. Schuele said the trustees have received a $1,500.00 Federal Grant for shut-ins library service. The Council recommended that the Library Service for Shut-ins item for $350.00 now in the budget, be deleted and the $1,500.00 be put into the account for the item. Also a like amount be shown as a revenue in the anticipated revenues. This change would make the library budget recommended amount $8,280.00. Ethel was asked, if cuts had to be made which item was vulnerable. She stated that the item for Adult Books could be reduced. Chief Carter and Lt. Searles were called upon to explain the Police Budget. Brian passed out department work load statistics, (copy attached). He and the Chief emphasized the need for additional manpower. Their request was for two additional dispatchers and three additional patrolmen. The balance of the budget was reviewed without any changes. The Chief was asked where cuts could be made if necessary and he said that this was the bare minimum that he could operate with. The next meeting was set for Monday, March 13, 1978 at 8:00 P.M.
