HomeMy WebLinkAboutMinutes - City Council - 02/21/1978CITY COUNCIL FEBRUARY 21, 1978 The South Burlington City Council held a meeting on Tuesday, February 21, 1978 at 8:00 pm in the Assessors Office, City Offices, 1175 Williston Road Members Present Paul Farrar, Chairman; Michael Flaherty, Frank Armstrong, Martin Paulsen William Burgess Others Present William Szymanski, City Manager; George Voland, The Other Paper; Albert C. Audette Additions to Agenda Mr. Farrar opened the meeting at 8:00 pm and asked that additional items be added to the agenda. Mr. Paulsen requested the following: 7) Discussion on sanitary sewer collection system serving the Airport Parkway treatment plant. 8) Update on the preparation of interim zoning regulation regarding the control of curb cuts on Williston and Shelburne Roads. Minutes of February 6 and February 14, 1978 It was moved by Mr. Paulsen and seconded by Mr. Armstrong to approve the minutes of February 6 and 14, 1978 as written. The motion passed unanimously. Disbursement orders Disbursement orders were signed. Public hearing on proposed use of Federal Revenue Sharing funds Mr. Farrar gave a brief history on the Revenue Sharing program stating that recent law changes require that a public hearing be held on the proposed use of these Federal funds. Mr. Flaherty stated that the city has a policy in which these funds are budgeted for use after they are received. This has been an asset especially when the program is extended by the Congress. Mr. Farrar asked Mr. Szymanski to explain the amount available. Mr. Szymanski stated that which was published in the Free Press advertising this hearing. A copy of this is attached to these minutes. Mr. Szymanski stated that he has had a verbal request from the School District in the amount of $7,000 for the paving of the Central School parking lot. Mr. Farrar said that this request together with any other request submitted will be taken into consideration during the budget preparation process. Mr. Szymanski said he expects the budget to be in the hands of the Council for the next scheduled meeting. There were no comments from the audience (2 people). Mr. Paulsen moved that the hearing be closed and the motion was seconded by Mr. Armstrong. The motion passed unanimously. Review Planning Commission agenda There were no comments. Consider appointment to the Natural Resources Committee Mr. Paulsen asked if this vacancy was advertised. Mr. Szymanski said that it was not. Mr. Paulsen moved to advertise the vacancy on the Natural Resources Committee and consider making an appointment at the next Council meeting. The motion was seconded by Mr. Armstrong and passed unanimously. Review City Manager's recommendations on the sewerage fund. Mr. Farrar gave a background history on the area sewer charge that was initiated when the sewer system serving the Williston Road area of the city was constructed about 11 years ago. He stated that it was the intent of the Council last year to phase out this charge in increments of 10 cents down from last year's set rate of 20 cents. Mr. Szymanski explained his projections of fiscal 1978--79 expenses and revenues (see attached copy). Council was in agreement that the step policy be continued and that the rate be 10 cents for this coming year with the rate eliminated next year. Discussion of the sanitary sewer collection system serving the Airport Parkway treatment plant Mr. Paulsen said that there were areas in the sewer collection system that had excessive infiltration based on the 1976 Inflow and Infiltration report prepared by Webster-Martin in conjunction with the upgrading of the Airport Parkway treatment plant. He felt that if these were located and eliminated that the contribution to the sewage plant could be increased. Methods of locating were discussed, also estimates of anticipated contribution from developments not yet constructed. Mr. Paulsen moved that a public notice be given to all property owners connected to the sewer system that it is illegal to discharge into the sanitary sewer system runoff from roof drains, basement sump pumps, footing drains or other so-called nonpolluted discharge. Also to instruct the City Manager to draft a cost proposal to initiate a program to search out and eliminate the infiltration in the more critical areas as defined by the 1976 Inflow and Infiltration report and to have this proposal for discussion at the next Council meeting. The motion was seconded by Mr. Burgess and all were in favor. Update on the preparation of interim zoning regulation regarding the control of curb cute on Williston and Shelburne Roads Mr. Farrar said that the City Attorney had been instructed to prepare a draft of interim zoning regulations in regard to curb cut control on Williston and Shelburne Roads and that his draft should be ready for review at the next Council meeting. The City Attorney was also requested to research the legality of allowing on-site sewage disposal. Council requested that the City Attorney's draft be in their hands as soon as it is received in City Hall. The meeting was declared adjourned at 9:30 pm.
