HomeMy WebLinkAboutMinutes - City Council - 10/12/1977CITY COUNCIL - PLANNING COMMISSION JOINT MEETING OCTOBER 12, 1977 The South Burlington City Council and Planning Commission met in a joint session on Wednesday, October 12, 1977 at 8:00 pm in the Conference Room, Municipal Offices, 1175 Williston Road. Members Present Paul Farrar, Chairman City Council; William Burgess, Frank Armstrong, Michael Flaherty, Martin Paulsen, David Morency, James Ewing, Kirk Woolery Members Absent William Wessel, Chairman Planning Commission; Sidney Poger, Ernest Levesque Others Present Stephen Page, Planning Assistant; Karin Larsen, Catherine Neubert Discussion on Southern Connector Mr. Farrar said that he would like to see if the group agreed on the problems and if they could agree on a solution. He said that they had reservations about the proposed interchange between I-189 and Shelburne Road and the proposed Southern Connector. These problems are that there will be no way to hook up with the bypass road South Burlington is planning to parallel Shelburne Road if the Connector is built as planned. South Burlington is also afraid that if the Connector goes through in its present form, there will be a dramatic increase in traffic in the area of the interchange and Shelburne Road. Mr. Farrar said that he had worked out an interchange designed to connect to South Burlington's extension of the Southern Connector. It is farther west than the present interchange, which remains as it is. He said that as it is planned, either side could build first and it wouldn't matter. Everyone agreed that the purpose of the road is to take through traffic and channel it from Burlington to Shelburne or vice versa. Mrs. Neubert said that she would like to have the road enhance the undeveloped commercial land along it and Mr. Farrar agreed as long as the traffic remained stable on the new road. He then explained how the interchange would work. The road would begin in the vicinity of Allen Road and another interchange could be made near Holmes Road. He said that the city should talk to Shelburne about the proposal. Mr. Armstrong was worried about construction problems for the people on Queen City Park Road because it runs so close to the new road and pointed out that it would serve no purpose for Burlington to dead end Pine Street. Mr. Farrar thought that Pine Street probably would not be dead ended this way. Mr. Farrar wondered if these two roads could be considered part of the Interstate system and funded that way. Mrs. Neubert was asked about Shelburne's decision on relocating Route 7 and she said that they are going to look at it again this year but that if the road is relocated, it will probably go to the east of where it is now. Mr. Farrar said that if no one objected to his concept of the interchange, he would work with Mr. Szymanski and get more detailed plans. He said that he would also like to talk to Shelburne and Burlington about the proposed road in the near future, ideally before the Corridor Hearings November 10. Mrs. Neubert said that she would reply to the Environmental Impact Statement the same way she did before and that the Council could add a cover letter. Mr. Paulsen moved to proceed along the lines discussed and meet with Burlington to see if an agreement can be reached before the Corridor Hearings and whether the towns can have a joint proposal for consideration by the State. The motion was seconded by Mr. Burgess and passed unanimously. Sign a Renewel note for Phase V Sewer Construction Mr. Szymanski said that the note was for $200,000 at 3.34% until December 1, 1977. Mr. Flaherty moved to sign the note. Mr. Paulsen seconded, and the motion passed unanimously. Mr. Farrar said that he had received Jan Rozendaal's letter of resignation from the Planning Commission and that the Council should warn for another place. Meet in Executive Session to discuss appointment to Regional Planning Commission at 9:30 P.M. Mr. Flaherty moved to go into Executive Session for the purpose of discussing an appointment to the Chittenden County Regional Planning Commission and then to reconvene for the sole purpose of making an appointment to the Regional Commission. The motion was seconded by Mr. Paulsen and passed unanimously. On motion made, seconded and approved the Council voted to adjourn the Executive Session and reconvene the Regular Session at 9:45 P.M. Make Appointment to Regional Planning Commission Mr. Burgess moved to appoint Mr. Hugh Marvin to the Chittenden County Regional Planning Commission to fill the unexpired term caused by the resignation of Paul Graves. The motion was seconded by Dr. Armstrong and passed unanimously. On motion made, seconded and approved the meeting was declared adjourned at 9:50 P.M.
