SOUTH BURLINGTON CITY COUNCIL MAY 16, 1977 The City Council held a regular meeting on Monday, May 16, 1977 at 8:00 pm in the Conference Room, City Offices, 1175 Williston Road. Members Present Paul Farrar, Chairman; Frank Armstrong, Catherine Neubert, John Dinklage, Michael Flaherty Others Present William Szymanski, City Manager; Richard Ward, Zoning Administrator; John Rock Mrs. Neubert added the question of the committees she serves on to the agenda. Minutes of May 2, 1977 Mr. Flaherty moved to accept the minutes of May 2, 1977. The motion was seconded by Mrs. Neubert and passed unanimously. Discussion of Highway Urban Systems projects Mr. Szymanski said that he would like to put in for two projects - to improve Airport Parkway from Limekiln to the south, and to improve the drainage on Spear Street. The Airport Parkway improvement might be a widening of the road by 11-12' and he was not sure how far it would extend. The city would do part of the work itself. The Spear Street project would begin just to the south of the poultry farm. He said that he would have to file applications to see if the city could get some money for the improvements. Mr. Farrar said that he would like to have Mr. Szymanski put in for some money for pedestrian activated crossing signals in South Burlington. They would cost less than $10,000 and Mr. Farrar said that he thought they were a worthwhile investment. Mr. Flaherty said that on July 1, the right-turn-on-red law would go into effect and he asked if signs prohibiting this had been ordered yet. He was told that they probably had not been. Mr. Dinklage moved that the City Council authorize the City Manager to proceed with the projects that had been discussed. The motion was seconded by Mr. Flaherty and passed unanimously. Review of Zoning Board and Planning Commission agendas Mrs. Neubert asked what the fill at 85 Swift Street was all about on the Planning Commission agenda. She was told that this is across from the Correctional Facility and the man is just putting something in and has been wanting to for some time now. Mr. Dinklage brought up the question of the fill going on off Williston Road near the old Caulkins place. He was told that that had been going on for at least 14 years. He asked Mr. Ward if he wanted something in the Zoning Ordinance to control that, and was told that right now the only way the city could stop it would be if he stopped filling for six months or more. Mr. Dinklage said that he would like to consider an amendment to the Zoning Ordinance. He encouraged Mr. Ward to present to the Planning Commission some draft legislation on this point. Mrs. Neubert asked if the Environmental Officer could come in and tell them what they could and could not put in there, but Mr. Szymanski said that the State has no objections to what is going on. Mr. Ward said that he would look into a land-fill ordinance. Mrs. Neubert's Committees Mrs. Neubert said that she was currently on a number of committees, including United Community Services, Champlain OEO, Outreach, Route 7 and Southern Connector Task Forces, and Goodwill Industries. She said that she represents South Burlington on many of these and would like very much to continue to do so. Mr. Armstrong said that it was very good of her to do all this, and Mr. Farrar said that the Council would take no formal action on it but that he did not see any problem. Reorganizational Meeting It was decided to meet Wednesday, May 18, 1977 at 5:15 for this meeting, in a motion by Mr. Flaherty. Mr. Dinklage seconded the motion and it passed unanimously. Adoption of a Resolution of Commendation Mr. Flaherty moved that the Council sign the resolution. The motion was seconded by Mr. Dinklage and passed unanimously.
