CITY COUNCIL MEETING JUNE 20, 1977 The South Burlington City Council held a regular meeting on Monday, June 20, 1977, in the City Hall Conference Room, 1175 Williston Road. MEMBERS PRESENT Vice Chairman Michael Flaherty, Frank Armstrong, Martin Paulsen and William Burgess. MEMBERS ABSENT Paul A. Farrar OTHERS PRESENT William J. Szymanski, City Manager; William Schuele, Free Press Reporter Scott MacKay and Nancy Crofut from "The Other Paper." Vice Chairman Flaherty called the meeting to order at 8 P.M. Addition to Agenda It was agreed to add an item to the agenda - a discussion on "Other Conditional Uses." Minutes of June 13, 1977 Mr. Burgess moved to accept the minutes of June 13, 1977 as printed. The motion was seconded by Mr. Paulsen and passed unanimously. Disbursement Orders Disbursement orders were signed. Public Hearing on Amendments to Zoning Ordinance Vice Chairman Flaherty described the proposed amendments. There were no comments. Mr. Burgess moved to approve the Amendments to the Zoning Ordinance as presented. Mr. Paulsen seconded the motion which passed unanimously. Review Planning Commission Agenda The Council reviewed the items on the Planning Commission Agenda for June 21, 1977. There were no comments. Discuss E.D.A. Projects and Status of Funding Mr. Paulsen described in detail the method of funding for the E.D.A. projects. City Manager Szymanski described the projects that have been submitted and what the intent is for submitting revised applications to meet the $248,000 amount allocated to South Burlington. This includes the Highway projects of upgrading Airport Pkwy and Airport Road and completing the work on White Street. The Water project would include installation of the main on the industrial Road and completion of the main on Kennedy Drive near the High School or to replace the 2" galvanized line on Meadow Road, which decision the Water Commission will make. Mr. Paulsen moved that we file the revised applications for the Highway projects totaling $163,000 and the revised Water Dept. projects of approximately $85,000. The motion was seconded by Mr. Burgess and passed unanimously. Waive Building Permit Fee for Champlain Water District Mr. Paulsen moved to waive the $24.00 building permit fee for the Champlain Water District storage garage. The motion was seconded by Mr. Burgess and passed unanimously. Traffic Generators - Other Conditional Uses Mr. Armstrong said he felt there were many other operations that are traffic generators and should be considered as conditional uses. He felt such operations as Book Stores, Massage Parlors, Dance Halls, Arcades, and others fall into this category. Mr. Armstrong then made a motion to forward to the Planning Commission for consideration as conditional uses the following: Book Stores, Massage Parlors, Dance Halls, Arcades, and others. Mr. Paulsen seconded the motion which passed unanimously. Dorset Street - Kennedy Drive Interchange Mr. Armstrong requested that discussion on the interchange at Dorset Street and Kennedy Drive be placed on the June 27th agenda. Mr. Paulsen made a motion to adjourn the Council Meeting at 9:15 and meet as the Liquor Control Board. Mr. Armstrong seconded the motion which passed unanimously. Liquor Control Board Mr. Armstrong moved to approve the Windjammer Restaurant's application for a liquor license as recommended by Chief Carter. The motion was seconded by Mr. Burgess and passed unanimously. Mr. Burgess made a motion to adjourn the Liquor Control Board meeting at 9:20 and reconvene as the City Council. Mr. Paulsen seconded the motion which passed unanimously. Regular Meeting-Discussion on Pyramid Mall Mr. Burgess questioned the procedure on which the Planning Commission acted on being a party at the Act 250 Meeting. Mr. Flaherty felt the position of the city should have been made clear by the City Council. The Council felt that a special meeting to discuss the city's stand on the appeal should be held, and this should be placed on the agenda of the 27th.
