CITY COUNCIL-SPECIAL MEETING JUNE 8, 1977 The South Burlington City Council held a special meeting on Wednesday, June 8, 1977 at 8:30 in the Conference Room, Municipal Offices, 1175 Williston Rd. Members Present Paul Farrar, Chairman; Frank Armstrong, Michael Flaherty, William Burgess, Martin Paulsen Others Present William Szymanski, City Manager; Richard Ward, Zoning Administrator, Helen Paquin, City Clerk; John Lucas Determination of method of filling City Clerk's vacancy Mr. Farrar said that they would have to warn a special election 30-45 days in advance and that they could have the election on July 26. Since Mrs. Paquin is leaving July 1, though, that would leave the office vacant for almost a month at the busiest time of the year and that is not desirable. For that reason it would be better to appoint someone to hold the job until the election. He said that Monday was the last date that they would accept applications for the job and that to date they had only received two. He said that they should meet Monday to take action on the appointment. It was also pointed out that Mr. Ward cannot legally run for the office while still a city employee and that it would be more fair to appoint him to the job in the interim than to have him quit the job he holds now. Mr. John Lucas said that he would like to address the Council as a member of the community, and that he was not speaking for the school board, but that he felt that it was very important to have continuity in the job, especially that of the Treasurer. He said that he had worked with Mrs. Paquin for the last 16 years and that he had a rapport with her. He felt that it was very important to have the right person in the job regardless of how he is chosen. It was decided that the Council would have to appoint someone to fill in in the time between July 1 and the election and it was agreed that the election should be held fairly soon. The Council wanted to hold it after people came home from summer vacations, so they decided that it should be somewhere around August 2. They also decided to meet Monday to set the date definitely and to possibly interview other applicants. The meeting was declared adjourned at 9:10 pm. Clerk Published by ClerkBase ©2019 by Clerkbase.
