HomeMy WebLinkAboutMinutes - City Council - 07/20/1977CITY COUNCIL SPECIAL MEETING JULY 20, 1977 The South Burlington City Council held a special meeting on Wednesday, July 20, 1977 in the Conference Room of the Municipal Building. Members Present Paul A. Farrar, Chairman; Frank H. Armstrong, Martin Paulsen and William Burgess Members Absent Michael D. Flaherty Others Present William J. Szymanski, City Manager; Robert Slayton from Webster-Martin, Inc.; Arthur Hogan, Exec. Director of the Chittenden County Regional Planning Commission and William Brierly and Peter Boranco from the State Department of Water Resources. Chairman Farrar called the meeting to order at 8:00 P.M. He stated that the purpose of the special meeting was to get information from the State Department of Water Resources as to the effect on South Burlington of the Pyramid Corporation's application for a discharge permit into the Winooski River. The hearing on the application is scheduled for tomorrow at Williston. Bill Brierly of the Water Resources Department stated that the permit calls for the discharge of 50,000 gallons per day for a tertiary treatment plant, except for the months of June, July and August, at which time there would not be any discharge. Disposal would be by other means such as spray irrigation. The discharge point to the Winooski River would be opposite the I.B.M. Plant. Mr. Brierly then went on to describe the work done in determining the capacity of the lower Winooski to absorb treated waste. This is in the form of a report prepared by the Water Resources Department in 1976. This report gives a simulated discharge limit to each community discharging into the river. The discussion centered on the B.O.D. discharge which is one of several other discharge limitations. South Burlington was assigned a discharge limitation of 350 lbs. of B.O.D. per day. Other communities assigned limitations were Essex Junction, Winooski and Burlington. Essex Junction, Essex Town and Williston are planning a single treatment plant and have been jointly given a simulated discharge limit. Mr. Brierly said that one of the conditions of the discharge permit was that when Williston builds a municipal system that the Pyramid Mall would have to connect onto the system. There seems to be, however, a question as to whether the Selectmen of Williston will permit the Corporation to tie onto the municipal system when it is built. If they are not permitted to hook onto the Williston system a court challenge could order a simulated capacity redistribution whereby South Burlington limits could be changed. They could also change if Colchester is added which was not included in the 1976 report due to Colchester not having a treatment plant. All Councilmen were in agreement that the message to be conveyed at the Discharge Hearing was that whatever the outcome, that Pyramid's discharge be a part of Williston's simulated capacity allocation, and that South Burlington's allocation be not changed due to Pyramid's discharge or for any other reason.
