SOUTH BURLINGTON CITY COUNCIL APRIL 11, 1977 Correction to April 11, 1977 Minutes made at the April 18, 1977 meeting. On page 2, on the fourth line up from the bottom of the page, it should read: "The Chairman felt that both the Planning Commission and the City Council had not given enough attention to the problem." The City Council held its regular meeting on Monday, April 11, 1977 in the City Hall Conference Room, Williston Road. MEMBERS PRESENT Chairman Paul A. Farrar, Michael D. Flaherty, Catherine M. Neubert, Frank H. Armstrong. MEMBER ABSENT John B. Dinklage OTHERS PRESENT City Manager William J. Szymanski, John A. Maher; Free Press, Charlotte Marsh, Pete Gadue, Wendell Worth, David Smith, Robert Howke MEETING WITH POLICE DEPARTMENT UNION REPRESENTATIVES The representatives said that they had looked through the package and that there were a few minor points that they had not been able to reach a decision on. Mr. Worth then went through a copy of the contract, pointing out the changes made. The issue of holiday pay was raised. The understanding was that if a holiday fell during an employee's vacation, he would be given another day. If he did not wish to take it off, the issue was how much he would be paid for the extra day. The Chairman said that he would like to look the problem over and then talk again. Another problem concerned article 13, section B. The Union wanted a dollar amount to be spent on clothing for non-uniformed personnel rather than a list of articles. Vacation time was discussed. The Union wanted to receive 5 weeks vacation time after 10 years rather than the present 14. The Chairman said that was not possible at this time. The Union also brought up the question of leave-of-absence time for death in the immediate family. Mr. Szymanski said that they had a legal definition of "immediate family" and Mr. Worth replied that they had an agreement and that it only remained to work out the wording of the section. When it came to insurance and health care, the Union said that it wanted to change the dental plan to Blue Cross Plan 2 or the equivalent. It agreed to leave the number of sick days in a row allowed before an employee might be asked to furnish a doctor's certificate at the present 3. Finally, on the last page of the contract in the section dealing with the duration of the agreement, the words "terminate" and "termination" were changed to "modify" and "modification". The Union agreed to deal with Mr. Szymanski and work things out. It was agreed that the next meeting would be to sign the contract. Cemetery Trust Fund The Chairman asked if anyone objected to this addition to the agenda, and when no one did, Charlotte Marsh spoke about the fund. She is Chairman of the Cemetery Committee; Frances Myers is a member. She explained that the trust fund had been started by people who left money to the cemetery in their wills. Later the fund had been added to by charging people $50.00 for buriel and putting the money into the fund. The interest from this money is used for upkeep of the grounds. But, she said, the salary paid to the boys who do the upkeep rose last year and due to these increased wages and other expenses the Cemetery Fund was overdrawn by $119. The Committee therefore requested an additional $500 from the Council to cover the expenses and some repair work in the Shelburne Road cemetery. One section here is very wet and should be filled. The road has also been washed out in one place and should have some cement retaining walls built to prevent this. Mr. Flaherty moved that the South Burlington City Council authorize the city manager to exceed the cemetery budget by $250 this year. Mrs. Neubert seconded the motion and it was passed unanimously. The Chairman asked Charlotte to come back next year around February with a list of things that need to be taken care of in the cemetery. Disbursement orders Disbursement orders were signed. Minutes of the April 4, 1977 meeting. On page 8 the following should be added to the first motion on that page: The equivalent value is determined by the assessed valuation divided by the equalization rate for the previous year. Mr. Flaherty moved that the City Council approve the minutes of April 4, 1977 as corrected. The motion was seconded by Mr. Armstrong and passed unanimously. Review of Planning Commission Agenda The Chairman felt that the situation on growth had not been totally worked out yet and that someone from the Council should appear at the Planning Commission and tell the Commission of the Council's concerns on the recreation policy. He suggested that Mr. Dinklage do this. Mr. Flaherty moved that the Council empower the Chairman to appoint a Council member to attend the Planning Commission meeting and tell them the City Council's position on the city growth policy. The motion was seconded by Mrs. Neubert and passed unanimously. At this point an additional item was added to the agenda. Mr. Farrar wished to review the Zoning Board agenda because he felt that an item had been passed over without sufficient attention. This item is the traffic that the proposed Chalet Susse is going to create in the already congested Dorset Street-Williston Road intersection. The Chairman felt that both the Planning Commission and the Zoning Board had not given enough attention to the problem. He wished the Council to take action and appeal the case. Mrs. Neubert asked if Dick Spokes had been contacted about this and Mr. Farrar said that he could not get in touch with him. Mr. Flaherty suggested that Stephen Page come in to the next meeting and explain the whole situation. The item was put on the agenda for next week. The meeting was declared adjourned at 9:20 pm. at which time the members met as the Liquor Control Board. Mr. Flaherty moved that the Liquor Control Board approve 10 liquor licences based on the recommendation of the police chief and that they return the application of Arthur's due to incorrect information and ask that it be corrected.
