HomeMy WebLinkAboutMinutes - City Council - 05/21/1976CITY COUNCIL ORGANIZATIONAL MEETING MAY 21, 1976 The South Burlington City Council held an organizational meeting in the City Hall Conference Room, 1175 Williston Road, South Burlington, on Friday, May 21, 1976 at 5 P.M. MEMBERS PRESENT Paul A. Farrar, Michael D. Flaherty, Catherine M. Neubert, John B. Dinklage and Frank H. Armstrong. MEMBERS ABSENT None OTHERS PRESENT City Manager William J. Szymanski, Assistant City Clerk Jamie Grenier, Richard Ward, and Free Press Reporter Debra Weiner. City Manager Szymanski chaired the meeting, calling it to order at 5:10 P.M. He then opened the meeting with the Pledge of Allegiance to the Flag. OATH OF OFFICE Mr. Szymanski introduced the Assistant City Clerk, Jamie Grenier, who administered the oath of office to Paul Farrar for a three year term as Councilman and to Frank Armstrong for a two year term as Councilman. ELECTION OF CHAIRMAN Mr. Szymanski announced the chair was open for nominations for the position of Council Chairman. Mr. Flaherty nominated Paul Farrar for the office of Chairman, noting how smoothly everything has been going along under his previous chairmanship. Motion seconded by Mr. Dinklage. Mr. Szymanski asked for other nominations. There were none. Mr. Dinklage motioned to close the nominations. Seconded by Mrs. Neubert and passed unanimously. Mr. Szymanski called for a vote and the vote was unanimously in favor of Dr. Farrar as Chairman of the City Council. ELECTION OF VICE CHAIRMAN Mr. Szymanski announced the chair was open for nominations for the position of Vice Chairman. Mrs. Neubert nominated Michael Flaherty. Motion was seconded by John Dinklage. Mr. Szymanski asked if there were any other nominations. There were none. Paul Farrar motioned to close the nominations. Seconded by Mr. Armstrong and passed unanimously. Mr. Szymanski called for a vote on the nomination and the vote was unanimous in favor of Mr. Flaherty as Vice Chairman of the Council. ELECTION OF CLERK Mr. Szymanski announced the chair was open for nominations for the position of Clerk of the Council. Mr. Dinklage nominated Frank Armstrong for the position of Clerk, noting that historically the position went to the newest member of the Council. The motion was seconded by Mr. Farrar. Mr. Szymanski asked if there were any other nominations. There were none. Mrs. Neubert motioned to close the nominations. Seconded by Mr. Dinklage and passed unanimously. Mr. Szymanski called for a vote on the nomination and the vote was unanimous in favor of Mr. Armstrong as Clerk of the Council. The Council agreed that Mr. Szymanski should continue to chair the meeting. SET TIME AND PLACE OF REGULAR MEETINGS Mr. Farrar made a motion to hold the regular Council meetings on the first and third Monday of the month at 8:00 P.M. in the City Hall Conference Room. The motion was seconded by Mr. Dinklage and passed unanimously. APPOINTMENTS MADE BY MAJORITY VOTE OF COUNCIL Mr. Szymanski made the list of appointments to be made by majority vote of Council. The Council agreed to vote on each appointment separately. Mr. Flaherty made a motion to appoint Helen D. Paquin as Treasurer and Trustee of Public Funds. The motion was seconded by Mrs. Neubert and passed unanimously. Mr. Farrar made a motion to appoint Thompson, Kelly, Jacobs and Gallagher as auditor. The motion was seconded by Mrs. Neubert and passed unanimously. Mr. Armstrong made a motion to appoint Richard A. Spokes as City Attorney. The motion was seconded by Mr. Dinklage and passed unanimously. Mr. Flaherty made a motion to appoint Richard Ward as Zoning Administrator. The motion was seconded by Mr. Dinklage and passed unanimously. Mr. Flaherty made a motion to appoint Donald W. Lavalette as First Constable. The motion was seconded by Mr. Dinklage and passed unanimously. Mrs. Neubert made a motion to reappoint Norman Airoldi as Second Constable. The motion was seconded by Mr. Farrar and passed unanimously. Appointment of the Grand Juror and City Agent was tabled since our present appointee has moved out of South Burlington. OTHER APPOINTMENTS There was a short discussion on the openings in the various Boards, Commissions and Committees. Mr. Szymanski was instructed to poll the members whose terms are up this year and the Free Press Reporter was requested to see if she could get the City some publicity on the openings. Mrs. Neubert made a motion to adjourn the meeting at 5:25 P.M. The motion was seconded by Mr. Flaherty and passed unanimously.
