HomeMy WebLinkAboutMinutes - City Council - 02/24/1976CITY COUNCIL SPECIAL MEETING FEBRUARY 24, 1976 The South Burlington City Council held a special meeting in the City Hall Conference Room on Tuesday, February 24, 1976. MEMBERS PRESENT Chairman Paul A. Farrar, Michael D. Flaherty, John B. Dinklage, Catherine M. Neubert and Duane E. Merrill. MEMBERS ABSENT None OTHERS PRESENT William J. Szymanski, City Manager and Zoning Administrator Ward. The meeting was called to order by the Chairman at 8:00 P.M. ADDITION TO AGENDA Dr. Dinklage motioned that the item "Mobile Homes" be added to the agenda. The motion was duly seconded and passed unanimously. MOBILE HOMES Dr. Dinklage said he would like the Council to reconsider its action on H436, Mobile Homes, which was taken at the February 3, 1976 meeting, when, on a 4 to 1 vote, the Council requested that the three city representatives vote against H436 because it was not in the best interest of the city. H436 was reviewed and discussed as to its effect on the city as a whole and its effect on individual home owners. Dr. Dinklage stated that the effects were minimal and that he generally supports the bill. On a 3 to 2 vote the Council denied reconsidering its action of February 3, 1976. Dr. Dinklage and Mr. Merrill voted for reconsideration and Chairman Farrar, Mr. Flaherty and Mrs. Neubert voted against reconsideration. READING OF THE MINUTES OF THE MEETING OF FEBRUARY 17, 1976 Mr. Flaherty made a motion to approve the minutes of the meeting of February 17 as read. The motion was duly seconded and passed unanimously. REVIEW SUBDIVISION REGULATIONS Chairman Farrar stated that the Council could make changes in the above document according to the procedure he outlined at the February 17, 1976 Council meeting. Page 2, Section 103, Definitions: Private streets should be defined. Page 2, Section 103, Definitions: It was agreed that the word "Resubdivision" is in error. It should be designated as Amended Subdivision. Page 2, Section 103, Definitions: The word Resubdivision should be defined. Page 2, Section 103, Definitions: Add definitions for Vicinity Map and Location Map. Page 2, Section 103, Definitions: Mrs. Neubert suggested that the definitions, especially of streets, should conform to those in the Master Plan. Page 9, last paragraph: After the word "sections" insert the following: for phase development. Page 15, Section 401, 401.1, Streets, (8): Add the following paragraph: That the streets and highways shall be of sufficient width and suitable grade and shall be so located to facilitate fire protection and coordinated so as to compose a convenient system properly related to the plan. Page 22, No. 1 of Section 417: Delete the following after the word "effluents": the availability of streams for disposal of effluents. Page 25, Section 507: Add the following after the word easements: insert a comma, then add water and sewer lines. Page 26, Section 513: Change the title of this section from "Variances" to Provision Waivers. Page 26, Section 513, 2nd paragraph: After the word "granting" delete the words variances and. Page 27, Section 604: Delete entire section and substitute a summary from Chapter 117, Section 4444 of the Planning and Development Act.
