HomeMy WebLinkAboutMinutes - City Council - 05/21/1975CITY COUNCIL MEETING MAY 21, 1975 The South Burlington City Council held an organizational meeting in the City Hall Conference Room, Williston Road, South Burlington, on Wednesday, May 21, 1975 at 5 P.M. MEMBERS PRESENT Michael D. Flaherty, Dr. Paul A. Farrar, Catherine M. Neubert and Duane E. Merrill. MEMBERS ABSENT John B. Dinklage OTHERS PRESENT City Manager William J. Szymanski, City Clerk Helen D. Paquin, Richard Ward, Charlotte C. Marsh and Jack Tabaka, Free Press Reporter. City Manager Szymanski chaired the meeting, noting that this was the fifth time he had presided at the organizational meeting. He called the meeting to order and opened with the Pledge of Allegiance to the Flag. ADMINISTRATION OF THE OATH OF OFFICE Mr. Szymanski said it was an honor to have Miss Marsh with us in her capacity of Justice of the Peace. She administered the Oath of Office of Councilman to Mr. Flaherty for a three year term and to Mrs. Neubert for a two year term. ELECTION OF CHAIRMAN Mr. Szymanski announced the chair was open for nominations for the position of Chairman. Mr. Flaherty nominated Dr. Farrar, saying he personally had gained a lot of experience as chairman but felt a change in leadership would be beneficial. Mr. Merrill seconded the nomination. Mr. Szymanski asked if there were any other nominations. There were none. Mrs. Neubert motioned to close the nominations. Seconded by Mr. Flaherty and passed unanimously. Mr. Szymanski called for a vote on the nomination and the vote was unanimous in favor of Dr. Farrar as Chairman of the City Council. ELECTION OF VICE CHAIRMAN Mr. Szymanski announced the chair was open for nominations for the position of Vice Chairman. Mrs. Neubert nominated Mr. Flaherty, noting his past experience as chairman. Seconded by Mr. Merrill. Mr. Szymanski asked if there were any other nominations. There were none. Dr. Farrar motioned to close the nominations. Seconded by Mr. Merrill and passed unanimously. Mr. Szymanski called for a vote on the nomination and the vote was unanimous in favor of Mr. Flaherty as Vice Chairman of the City Council. ELECTION OF CLERK Mr. Szymanski announced the chair was open for nominations for the position of Clerk. Dr. Farrar nominated Dr. Dinklage, seconded by Mr. Flaherty. Mr. Szymanski asked if there were any other nominations. There were none. Dr. Farrar motioned to close the nominations. Seconded by Mrs. Neubert and passed unanimously. Mr. Szymanski called for a vote on the nomination and the vote was unanimous in favor of Dr. Dinklage as Clerk of the City Council. Miss Marsh pointed out that the election of clerk should be confirmed at the next regular meeting since Dr. Dinklage who was absent had not yet been administered the oath of office. The Council agreed that Mr. Szymanski could continue to conduct the meeting and he asked for a vote on adding an item to the business agenda. The item was to accept and sign a State of Vermont Department of Highways application for aid from town bridge fund. The Council agreed to add the item to the agenda. SET TIME AND PLACE OF REGULAR MEETINGS Mr. Merrill made a motion to hold regular council meetings on the first at third Monday of each month, the meetings to begin at 8:00 P.M. during the months of June, July and August and at 7:30 P.M. the rest of the year, the meetings to be held in the City Hall Conference Room 1175 Williston Road, South Burlington, Vermont. The motion was seconded by Dr. Farrar and passed unanimously. APPOINTMENTS TO BE MADE BY MAJORITY VOTE OF COUNCIL Mr. Szymanski read the list of positions to be filled by appointment. Dr. Farrar made a motion to confirm the following appointments as presented on a memo to the City Council from the City Manager dated May 21, 1975. Motion seconded by Mrs. Neubert and passed unanimously. Treasurer and Trustee of Public Funds Helen D. Paquin Auditor Thompson, Kelly, Jacobs & Gallagher City Attorney Richard A. Spokes Zoning Administrator Richard Ward First Constable Donald W. Lavalette Second Constable Norman J. Airoldi Grand Juror and City Agent Joseph F. Obuchowski OTHER APPOINTMENTS Mr. Merrill suggested that no action be taken on any other appointments, that interviews be set up beginning with the next regular meeting and that present members be contacted as to whether or not they desired reappointment. All agreed with this. STATE AID APPLICATION Mr. Szymanski explained that he was requesting that the Council sign a State Aid Application for repairs to the Van Sicklen bridge which is shared by the town of Williston and the City of South Burlington. He said money was available for the repairs on a first come, first served basis. Mr. Merrill made a motion to sign the application. Motion seconded by Mrs. Neubert and passed unanimously. On motion made by Mr. Flaherty, seconded by Dr. Farrar and passed unanimously the meeting was adjourned at 5:30 P.M.
