HomeMy WebLinkAboutMinutes - City Council - 02/25/1974SOUTH BURLINGTON CITY COUNCIL MEETING FEBRUARY 25, 1974 The South Burlington City Council held a regular meeting in the City Hall Conference Room, Williston Road, on Monday, February 25, 1974 at 7:30 P.M. Chairman Nardelli opened the meeting with the Pledge of Allegiance to the Flag. MEMBERS PRESENT Chairman Walter Nardelli, Catherine Neubert, Michael Flaherty and William Cimonetti MEMBERS ABSENT Paul Farrar OTHERS PRESENT William J. Szymanski, City Manager; Richard Ward, Zoning Administrator, Jack Tabaka, Richard Spokes, A, Audette, Fire Chief Monell, Frank C. McCaffrey and Bernard Roy READING OF THE MINUTES OF THE MEETING OF FEBRUARY 19, 1974 Mr. Flaherty made a motion to accept the minutes of February 19, 1974 as presented. Mr. Cimonetti seconded said motion which passed unanimously. DISBURSEMENT ORDERS The disbursement orders were not on the table and Mr. Nardelli reminded Mr. Szymanski to get same so they could be signed. REVIEW DRAFT OF INTERIM ZONING REGULATIONS AND SET HEARING DATE It was stated that Mr. Spokes had put the resolution and interim zoning regulations into legal language. A tentative hearing date was suggested as March 21, 1974. There was discussion about the effective date of the regulations. There was also discussion, re: any petition that may be submitted within the warning time. Mr. Spokes suggested it be warned this week just to be on the safe side. It was stated that our old zoning regulations will be in effect until March 23, 1974. Mr. Nardelli asked Mr. Spokes to write the warning. Mr. Nardelli then read the resolution for interim zoning and filled in the date of March 21, 1974. There was discussion, re: a developer coming before the City Council, plurality of the members present voting on a development, requirements of a developer, the fact that interim zoning could be in effect for two years under state law, etc. Mr. Spokes stated the interim zoning could be stricter than the proposed ordinance. Mr. Flaherty made a motion to accept the resolution for interim zoning as read by Chairman Nardelli, which is as follows: RESOLUTION WHEREAS, it is deemed necessary to consider emergency regulations to regulate land development in the municipality until a new zoning ordinance is adopted and becomes effective under the provisions of Title 24, V.S.A., Chapter 91; and WHEREAS, the adoption procedure for consideration of the new zoning ordinance has been commenced but may not be completed before March 23, 1974 on which date the present zoning ordinance becomes null and void. NOW, THEREFORE, it is hereby resolved by the City Council of the City of South Burlington that public notice be given of a hearing to be held at the City Hall on March 21, 1974, at 7:30 P.M. to consider proposed interim zoning regulations. RESOLVED FURTHER, that copies of said proposed regulations be immediately placed on file at the South Burlington City Clerk's Office where they may be examined. Dated this 25 day of February, 1974. SIGNATURES OF CITY COUNCIL MEMBERS Mr. Cimonetti seconded said motion which passed unanimously. A copy of the interim zoning regulations are attached to and made a part of these minutes. REPORT ON SHELBURNE MEETING CONCERNING ROUTE 7 LOCATION Mrs. Neubert and Mr. Szymanski attended this meeting in Shelburne, re: Route 7 location. Mrs. Neubert stated that there was a tremendous display on the wall in the Shelburne Town Hall. There were statistics, re: cars, traffic, etc. She stated she thought the meeting was very misleading. There were no others from So. Burlington at the meeting except herself, Mr. Szymanski, Steve Page, and a Mr. Healy. At the meeting there was discussion, re: plans to form a committee which would be a committee of towns between So. Burlington and Rutland. This committee would decide what to do about Route 7. It was stated that if they relocate Route 7, they would buy rights of way for four lanes. It was also stated that they have no set plans and wanted to find out what the people between Rutland and So. Burlington were thinking of. They would not talk about anything north of the border of So. Burlington. A task force is going to be set up. Mr. Szymanski stated that the City will receive a formal letter. There was discussion, re: line between So. Burlington and Shelburne. UNITED COMMUNITY SERVICES DISCUSSION Mrs. Neubert had been instructed to put into writing, re: request to form a Human Services Committee in So. Burlington to coordinate with the Chittenden County Human Services group. Mrs. Neubert stated that there were services that the City Hall was not aware of. There was discussion, re: visiting nurses, senior citizens, alcoholics, people not being reached, etc. The So. Burlington Human Services Committee would act as a referral agency to the funding organizations. Mr. Cimonetti questioned the fact of a committee looking into specific personal problems of So. Burlington residents. He stated that maybe some So. Burlington residents would not want to be referred. #3 of Mrs. Neubert's memorandum was changed to read: Try to identify general problems of So. Burlington residents and how various programs might be of assistance. #4 of the memorandum was changed to read: Act as a referral agency for So. Burlington residents who request assistance. Mrs. Neubert was asked to report periodically to the Council, re: the Human Services Committee, which committee would be on a year to year basis. Mr. Flaherty took the motion of February 19, 1974 that this discussion be tabled off the table. Mr. Cimonetti seconded said motion which passed unanimously. Mrs. Neubert made a motion to appoint a Human Services Committee with the charge outlined in the memorandum of February 22, 1974 naming Mrs. Harold Stannard, Mrs. Lee Robenstein, Mrs. Roger Audy and Mrs. Rita Taylor for a one year appointment, or until their successors are appointed. Mr. Flaherty seconded said motion which passed unanimously. Mrs. Neubert made a motion to adjourn the regular meeting at 10:00 P.M. and meet in Executive Session. Mr. Flaherty seconded the motion which passed unanimously. EXECUTIVE SESSION Several possibilities of wage adjustments were discussed and it was decided to meet at 7:00 P.M. at the next regular meeting of March 4, 1974, in Executive Session, to further discuss the various wage adjustment proposals with the full membership of the Council present. On motion duly made, seconded, and so passed the Executive Session was adjourned at 10:30 P.M. Approved Paul A.
