HomeMy WebLinkAboutMinutes - City Council - 10/31/1973CITY COUNCIL AND PLANNING COMMISSION JOINT MEETING OCT. 31, 1973 The South Burlington City Council and Planning Commission held a joint meeting on Wednesday, October 31, 1973 at 7:30 P.M. in the Conference Room at City Hall. MEMBERS PRESENT Council members Chairman Nardelli, Michael D. Flaherty, Paul A. Farrar, Catherine M. Neubert and William J. Cimonetti. Planning Commission members Chairwoman Maher, Ronald C. Schmucker, Frederick Sargent, William A. Robenstein, Ernest Levesque and William B. Wessel. MEMBERS ABSENT Planning Commissioner Sidney B. Poger OTHERS PRESENT City Manager Szymanski, zoning Administrator Ward, Stephen Page, Colonel George Crooks, City Assessor Underwood, Mrs. Arlene Krapcho, Richard Myette, Robert Martineau, Raymond Unsworth, Paul Heald, George O'Brien and Alex Blair. DISCUSSION ON SOUTHEAST QUADRANT Chairman Nardelli called the meeting to order, remarking that the topic for the evening was a discussion on the southeast quadrant. He then read from a letter from Daniel J. O'Brien, in which Mr. O'Brien expressed his views on the zoning of farm land. Planning Commission Chairman Maher also read a letter from property owners in the southeast quadrant. Copies of both letters are filed with and made a part of these minutes. Chairman Maher then asked who represented the residents of the southeast quadrant. Two residents, Mr. Blair and Mr. O'Brien were present. Mrs. Maher said she was disappointed in the attendance. Councilwoman Neubert explained to the two residents that in order for the area to develop into a high density area water and sewer services would have to be provided. Chairman Maher asked if any other points that were not in Mr. O'Brien's letter were answered. Mr. George O'Brien said that a contractural agreement would generally be acceptable to the farmers. Councilman Flaherty said that the latest recommendations of the Planning Commission were generally consistent with the recommendations made by the farmers. Mr. Unsworth questioned calling people farmers just because 66% of their income was derived from farming, and Commissioner Sargent quoted the federal statues defining a farmer. APPRAISAL POLICY Chairman Nardelli called on George Crooks, Chairman of the Board of Civil Authority, who explained the history of the method of reappraisals and the appeals. Colonel Crooks read from the minutes of the Board of Civil Authority, the policy adopted on the reappraisal and appeal and passed out a few copies to some of those present. Commissioner Sargent asked two of the farmers present if they would like a contractural arrangement. PLANNED UNIT DEVELOPMENT A legal opinion on Planned Unit Developments which had been forwarded by Attorney Spokes was discussed. GROWTH POLICY Councilman Farrar's memo on a Growth Policy was discussed. A copy of the memo is attached to and made a part of these minutes. MASTER PLAN Stephen Page explained the details of his first copy of the Master Plan, in particular the chapter on Natural Resources. The meeting was adjourned at 9:40 P.M.
