HomeMy WebLinkAboutMinutes - City Council - 05/23/1973JOINT MEETING OF SOUTH BURLINGTON CITY COUNCIL AND PLANNING COMMISSION MAY 23, 1973 A special joint meeting of the City Council and Planning Commission of South Burlington was held in the Conference Room of the City Hall, 1175 Williston Rd. at 8:00 P.M. Mr. Nardelli, Chairman of the City Council, opened the meeting with the Pledge of Allegiance to the Flag. MEMBERS PRESENT City Council: Walter Nardelli, Chairman; Michael Flaherty, Katherine Neubert and Paul Farrar. Planning Commission: Douglas Tudhope, Chairman; Mary Barbara Maher, and Ronald Schmucker. OTHERS PRESENT William Szymaneki, City Manager Richard Ward, Zoning Administrator Ted Cohen, WJOY Cheryl Benfield, Free Press Ernest Levesque, Jr., 13 Country Club Estates Sidney Poger, 26 Victoria Dr. Tem and Sally Schreeder, 7 Woodbine St. Walter and Bea Dandridge, 9 Scotsdale Rd. Karin Larson, 16 Oak Hill Rd. Paula Taylor, 38 East Terrace Richard Bingham, 40 E. Terrace Paul Schwartz, 3 Deborah Dr. Henry Farmer, Bartlett's Bay Rd. Frank Jacquemard, Bartlett's Bay Rd. Charles Church, Spear St. John Barnett, 22 Ledoux Terrace Arlene Krapcho, 13 Sebring Rd. Fred Sargent, 330 Spear St. Chairman Nardelli said the purpose of this meeting was to decide upon tangible steps to be taken in order to amend the 1973 Comprehensive Plan and to draw up corresponding by-laws. Chairman Nardelli proposed an approach as follows: 1. Develop uniform terminology and concepts which will be used consistently for the 1973 Plan and subsequent by-laws. 2. Amend the 1973 Comprehensive Plan, Map and Text, using input from the public, from the 1969 and the 1973 Plans, from proposed amendments and from input henceforth. 3. Draw up a Zoning Ordinance and Map to correspond with the 1973 Plan (after amended). 4. Draw up the City Official Map to correspond with the 1973 Plan (after amended). Chairman Nardelli proposed that each member of the Council and Planning Commission study a separate zone district and make a report which will be fully reviewed by both beards and the public. The Council and Planning Commission agreed to the approach, and they agreed upon terminology for six zone designations (residential and RCO zones were not covered at this meeting), with the following persons appointed to study the zones: 1. Airport Development Ronald Schmucker 2. Airport Approach Ronald Schmucker 3. Floodplain Kay Neubert 4. Industrial Paul Farrar 5. Business Planned Development Mary Barbara Maher 6. Business Retail Michael Flaherty Preliminary approval was given to some concepts (final approval will come after further study and review). 1. Boundary of the Airport Approach zone should be the same as the original boundary in the 1960 Plan. 2. Boundary of the Airport Development zone should be according to the 1969 Plan. 3. The Flood Plain Map and the Steep and Wet Areas Map, drawn by Mr. Robert Towne and the District Conservation Service, should be incorporated into the Comprehensive and the Zoning Map. 4. Straighten out the Business Retail boundary in the vicinity of Logwood Avenue to be parallel to Williston Rd. 5. Show Interstate setback and RCO boundaries on all maps. 6. In-depth development everywhere possible. 7. Business Planned Development (A) in the localities of Dorset St., north of Williston Rd., Farrell Rd. area, west of Shelburne Rd. to the tracks, east of Shelburne Rd. to the south of Imperial Dr. (It was mentioned that automobile dealerships are allowed in BPD(A) as presently proposed). During discussion of terminology and concepts, it was emphasized that further study and review was needed before deciding upon the uses allowed in each zone and the boundaries of each zone. It was agreed that the comprehensive plans of bordering communities should be studied before determining uses on land adjacent to these communities. It was also agreed that land topography was one factor to be considered in determining boundaries of various zones. The meeting was adjourned at 10:00 P. M.
