Chairman Blais opened the meeting. MEMBERS PRESENT Chairman Frederick G. Blais, Doctor Harold P. Brown, Michael D. Flaherty. OTHERS PRESENT William J. Szymanski, City Manager; Attorney Richard Spokes and George Wilson of W.C.A.X. WARNING FOR THE MAY 15, 1973 MEETING APPROVAL The warning for the May 15, 1973 meeting was reviewed and a minor change in Article V was recommended. On motion duly made, seconded, and so passed the warning was approved with revision. APPEAL OF THE CORRECTIONS SITE DECISION Attorney Spokes briefly outlined the status of the Corrections Site Court Appeal decision stating that he was quite disappointed with the decision and felt that in his opinion the City would not benefit in persuing this to the Superior Court, especially in light of the status of the proposed zoning which was his argument in the case. The Council unanimously agreed not to persue this further. Chairman Blais said he would write a letter to the Corrections officials requesting plans for review by the city. All agreed that this should be done. RAND CORPORATION TAX APPEAL Attorney Spokes said that after a detailed review of the Rand appraisal with Mr. Hawthorne and Mr. Underwood a 4 acre error was discovered, and other adjustments were justified. He felt we should settle for the adjustment amount of $1,337,000, from the original appraisal of $1,856,700. It was felt there was a big discrepency in the per acre appraisal of the various parcels, varying from $6,371 per acre to a high of $33,000 per acre. Mr. Spokes felt the Rand Corporation had expert appraisers hired, and if we took this to court they would probably win. The Councilmen present unanimously approved the settling of this appeal as above stated. The meeting adjourned at 5:15 P.M. Approved Brian J.
