HomeMy WebLinkAboutMinutes - City Council - 05/11/1972NEXT MEETING - THURSDAY, MAY 25, 1972, 4 P.M. - CONFERENCE ROOM JOINT MEETING MAY 11, 1972 Planning Consultant, City Council, Planning Commission and Zoning Board of Adjustment A joint meeting with Planning Consultant, Dr. Hollister Kent, the City Council, Planning Commission, and the Zoning Board of Adjustment was held on Thursday, May 11, 1972, at 4 P.M. in the Conference Room at City Hall. MEMBERS PRESENT Mr. Fred Blais, City Council Dr. Harold Brown, City Council James A. Lamphere, Planning Commission Mary Barbara Maher, Planning Commission Douglas I. Tudhope, Planning Commission Arthur E. Bailey, Planning Commission Richard Myette, Zoning Board of Adjustment OTHERS PRESENT William J. Szymanski, City Manager Doctor Hollister Kent, Planning Consultant Richard Ward, Zoning Administrator PLANNING SURVEY DISCUSSION Dr. Kent said he was pleased with the return of the Planning Survey that has been distributed to the residents, and that because he does not have an accurate figure on the number that were distributed it is difficult to determine the percentage of return. His staff is presently key punching the data and will run the program on a computer some time next week. Mrs. Maher asked if the deck would be returned to South Burlington for future use and Dr. Kent said it would. ACTIVITIES TO DATE Dr. Kent reported that he has had meetings with Mr. Hogan, Director of the Chittenden County Regional Planning Commission, Mr. Fred Tuttle, Superintendent of the South Burlington School District, and with Mr. Thomas Schmit, Manager of the Burlington International Airport, as well as with other interested parties to cover points of interest about planning in the area. He also reported that he and his staff walked the major part of South Burlington in order to get a better idea of the terrain than they could by riding around. Last Saturday, Dr. Kent went up and took aerial photos of the whole City, strip after strip, and obtained 130 colored slides that are being developed. He will have them available for review, probably at the next meeting. Dr. Kent also said that he and three members of his staff have been working on South Burlington and its environs. One of the staff, David Hoeh, is running samples of total population saturation in the area. A discussion followed on the cost of development to the City as compared to what such development would bring in. Dr. Kent felt it is possible to guide the future of the State and City by (1) basically, the continuation of the Status Quo, and (2) competing for state funds. The opposite would be to put all our eggs in one basket (referring to the State) and concentrating on the Burlington, South Burlington, Essex, Winooski, Hinesburg, Colchester areas. He felt that this area actually appeared to receive the greater portion of help from the State Development Department because the needs, such as Hospitals, Industry, Education Facilities, Commercial areas, and such have the greatest concentration in this area. Mr. Tudhope remarked that this was true and that other areas in the state did not seem to receive as much assistance from the Development Department. Dr. Kent went on to say that if this trend keeps up the state would have only one metropolitan area, and his feeling seemed to be that instead of having only the one center, we should work toward having a series of centers. Instead of 4 major areas, there could possible be 10 centers, each one dependent on others, but also independent. Improvements should not be centered exclusively in the Burlington area. Mr. Bailey commented on the isolation of Bennington, and the lack of improvements there. Dr. Brown also commented on the general trend of development in the state. When asked if he was going to report on explicit planning for the south east quadrant and the City in general, Doctor Kent replied that he wanted to study the results of the survey before detailing anything specific. He wanted to get the feelings of the residents in regard to planning. The meeting continued with a discussion on growth and development in South Burlington and the State. The meeting adjourned at 6 P.M., and the members of the Planning Commission held a work session that adjourned at about 7 P.M.
