NEXT MEETING - THURSDAY, MAY 11, 1972, 4 P.M. - CONFERENCE ROOM JOINT MEETING MAY 4, 1972 Planning Consultant, City Council, Planning Commission and Zoning Board of Adjustment A joint meeting with Planning Consultant, Dr. Hollister Kent, the City Council, Planning Commission and the Zoning Board of Adjustment was held on Thursday, May 4, 1972 at 4 P.M. in the Conference Room at City Hall. Blais, City Council Mr. Walter Nardelli, City Council Mr. Kenneth Jarvis, City Council Dr. Harold P. Brown, City Council Mr. James Lamphere, Planning Commission Mr. Douglas Tudhope, Planning Commission Mr. Arthur Bailey, Planning Commission Mrs. Mary Barbara Maher, Planning Commission OTHERS PRESENT William J. Szymanski, City Manager Doctor Hollister Kent, Planning Consultant Richard Ward, Zoning Administrator Dr. Kent presented a time schedule to the members which is filed with these minutes. Dr. Kent explained that he was still receiving the planning questionnaires. He said that they were dropping off, but a cut-off period was needed and was set for Friday, May 5, 1972. The ones that are received after this date will be added at a later time. Mr. Stearns explained the studies that were being done for the Airport. The New England Council has hired a firm to make a complete study of the airport. Dr. Kent explained that because of the REA going down there has been a slow down of freight at the Lebanon Airport. This has caused the number of flights to increase only a small percent. Dr. Kent stated that Burlington will continue to grow and be the largest in the State of Vermont. He said there is no way of shifting the growth to other parts of the state. He gave the population growth of the communities around the Burlington area from 1960 to 1970: Burlington -8.7% South Burlington -45.3% Shelburne -106.5% Essex -55.4% Colchester -86% Richmond -72.6% Williston -114.8% St. George -341% The growth ring is the towns around Burlington. Dr. Kent felt that there should be a new location for route 7. He said it would be argued because of the people who are conservationists. 1. Traditional approach is that highways bring developments. 2. Highways channel developments. Dr. Kent feels that by channeling the developments that other streets could be preserved by changing route 7. Dr. Kent said he did not know the history of route 7. Mr. Stearns said that they had talked of moving it east of its present location. The distance it will go easterly depends on the amount of opposition that it arouses. He said they have discussed having it go on either side of the Airport. He also said that it was not on the drawing board to be done in the next 10 years. Dr. Kent said that the municipal government could get a right-of-way and set aside the land for the future for less money. Mr. Stearns said there had been a recommendation to have it near Spear Street, but the people were upset and it has moved east of Spear Street. Route 7 is suppose to loop into 189. Dr. Kent wondered how the highway expenditures could be justified because of the repitition within a couple of miles. Dr. Kent wondered about the updating of the belt line. Mr. Szymanski said that it was updated every year. Dr. Kent wondered if route 7 were re-routed would we want it to go through South Burlington. Considerable discussion over where Route 7 should be located and if it would be wanted in South Burlington or in another area. Dr. Kent was told that the relocation of Route 7 is not in the design stages as yet. Dr. Kent was told that they would just as soon not have Route 7 relocated in South Burlington.
