HomeMy WebLinkAboutMinutes - City Council - 01/24/1972SOUTH BURLINGTON CITY COUNCIL MEETING JANUARY 24, 1972 The South Burlington City Council held a special meeting in the cafeteria of the Middle School on Monday, January 24, 1972. Chairman Stearns called the meeting to order at 7:30 and started with the Salute to the Flag. MEMBERS PRESENT Chairman Raymond E. Stearns, Walter Nardelli, Kenneth W. Jarvis, Harold P. Brown. Frederick G. Blais took part in the Executive Session. OTHERS PRESENT William J. Szymanski, City Manager; Richard Ward, Zoning Administrator; approximately fifty other interested persons. JANUARY 17, 1972 CITY COUNCIL MINUTES Councilman Nardelli moved that the minutes of January 17, 1972 be accepted as presented. Mr. Jarvis seconded the motion which passed unanimously. SIGN DISBURSEMENT DRDERS Chairman Stearns asked the Councilman to sign the disbursement orders before the and of the meeting. SECOND READING OF ZONE CHANGE REQUEST - C B C PROPERTY AT DORSET AND SWIFT STREETS Chairman Stearns read the recommendation submitted to the City Council by the Planning Commission which is recorded with these minutes. He then read a letter from C B C withdrawing its rezoning request at this time. This letter is recorded with these minutes. Mr. Jarvis moved that the C B C request to withdraw its rezoning request be honored. Mr. Brown seconded the motion and the vote was unanimous. Mr. Nardelli moved that the Council accept the recommendation that it instruct the Planning Commission to initiate an immediate in-depth study of the entire southeast quadrant of the community for the purpose of recommending to the community an overall comprehensive plan for the entire area and that this study be completed by June 1, 1972. Mr. Brown seconded the motion. Chairman Stearns outlined the development of the Master Plan in South Burlington since 1961. At the present time, zoning ordinances are being formulated for the implementation of the Master Plan adopted in 1970 and the Planning Commission has been instructed to hire a city planner. Mrs. Kay Neubert asked if developers would be allowed to build before South Burlington updates its Master Plan. Mr. Nardelli said building should be temporarily withheld until the indepth study was received from the Planning Commission by June 1, 1972. Donald Moser told the Council he had a petition signed by 260 residents recommending approval of the Commission's motion for an indepth study. William Robenstein pointed out that South Burlington has a comprehensive land use map which contains much factual information about the southeast quadrant. Chairman Stearns called for a vote on the motion and it was unanimously approved. Mr. Nardelli moved that no change of zonings (as per the 1964 zoning map) be made in the southeast quadrant of South Burlington until the completion on June 1, 1972 of the indepth study by the Planning Commission. Mr. Brown seconded the motion. Mrs. Neubert asked if the people who owned open land would be given a tax break so they wouldn't be forced to sell their land. Mr. Stearns told her that the Board of Civil Authority has already taken steps in this direction by reappraising farm properties. The motion was passed, 3 - 1. Mr. Jarvis dissenting. On motion duly made, seconded and passed, the Council adjourned the meeting at 8:00 P.M. to go into Executive Session.
