HomeMy WebLinkAboutMinutes - City Council - 02/10/1972MINUTES FEBRUARY 10, 1972 JOINT MEETING CITY COUNCIL PLANNING COMMISSION ZONING BOARD OF ADJUSTMENT PRESENT: Nardelli, Allard, Maher, Lamphere, Cleary, Flaherty, Fayette, Blais, Stearns, Tudhope, Ward, Szymanski Legally required public hearings on the Master Plan/Zoning Ordinance will not be held until the entire package is completed. The Planning Comm. will, however, hold public meetings. It was unanimously agreed that we are "updating the 1970 Master Plan and implementing it with new zoning ordinances". The first public meeting on the proposed changes will be held by the Planning Comm. in the Middle School Library on the evening of Thursday, February 24. Districts to be reviewed at that time are Airport Industrial, Flood Plain, R.C.O., and Business Retail. The second public meeting is scheduled for Thursday, March 2. Districts to be discussed at this second meeting are Campus Town and Business Planned Development. Purpose of these meetings is to give the people an opportunity to express their views on what is being considered. The Planning Comm. is to use the feedback from these public meetings in instructing the planner as to the direction in which the City would like to go. The City Attorney is to be asked to be present at all these meetings. Prior to the public meetings copies of those portions of the proposed ordinance to be discussed will be available at City Hall. Henceforth, at joint meetings, the 1970 Master Plan is to be referred to as Exhibit A and the proposed zoning ordinance as Exhibit B. Recommendations from the group to the Planning Comm. were as follows: 1. Campus Town District should not be south of Williston Road. 2. Land south of Williston Road, east of Spear St. and bordering the interstate south to the UVM farm should be Agricultural-Recreation. Zong changes referred to in minutes of previous meeting as "agreed upon" should be considered "recommendations" to the Planning Comm. Joint Meetings will be discontinued until Planning Comm. needs to come back for additional direction. So that all might benefit from the public exchange, members of the joint committee were asked to attend the Planning Commission's public meetings. In addition, members of the joint group were asked to obtain from Bill Szymanski a copy of the Master Plan so that they might study it and advise the Planning Comm. as to whether or not they agree with its basic concepts and philosophy. Any additional suggestions regarding density or anything else pertaining to proposed changes would be welcomed in written form by the Planning Commission.
