Discussion regarding Planning Commission issues: Ms. Hinds updated the Board regarding the process for re -zoning the Southeast Quadrant. A cross-town road study was done which confirmed the need for Swift St. and Old Cross Rd. but said that Autumn Hill Road should not be continued. Autumn Hill Rd. was subsequently removed from the city map as a through road. An open space strategy study resulted in the concept of "open space areas." These two (2) lots are part of overall PUD, so density and coverage calculations were determined for the entire project, not on a lot by lot basis. SUBDIVISION CRITERIA Pursuant to Section 15.18 of the South Burlington Land Development Regulations subdivisions shall comply with the following standards and conditions: Sufficient water supply and wastewater disposal capacity is available to meet the needs of the project According to Section 15.13 of the South Burlington Land Development Regulations, the existing public water system shall be extended so as to provide the necessary quantity of water, at an acceptable pressure. The two (2) subject lots are currently developed with single-family homes, which are adequately connected to the public water system. The proposed project will not affect the water connection or supply of these dwelling units. CITY OF SOUTH BURLINGTON 3 DEPARTMENT OF DEVELOPMENT REVIEW BOARD PLANNING & ZONING \drb\sub\dobson\final.doc According to Section 15.13 of the South Burlington Land Development Regulations, the subdivider or developer shall connect to the public sewer system or provide a community wastewater system approved by the City and the State in any subdivision where off -lot wastewater is proposed. The two (2) subject lots are currently developed with single-family homes, which are adequately connected to the public sewer system. The proposed project will not affect the sewer connection or demand of these dwelling units. Sufficient grading and erosion controls will be utilized during and after construction to prevent soil erosion and runoff from creating unhealthy or dangerous conditions on the subject property and adjacent properties. There is no construction or earthwork proposed through this project. The project incorporates access, circulation, and traffic management strategies sufficient to prevent unreasonable congestion of adjacent roads. Lot 1 is currently accessed by a private driveway off of Holbrook Road. Lot 2 is currently accessed by a private driveway off of Tabor Place. No changes are proposed. The project's design respects and will provide suitable protection to wetlands, streams, wildlife habitat as identified in the Open Space Strategy, and any unique natural features on the site. There are no wetlands on the subject property. The project is designed to be visually compatible with the planned development patterns in the area, as specified in the Comprehensive Plan and the purpose of the zoning district(s) in which it is located. Both structures are currently in existence, so this criterion is not applicable to the proposed project. Open space areas on the site have been located in such a way as to maximize opportunities for creating contiguous open spaces between adjoining parcels and/or stream buffer areas. This criterion is not applicable to the proposed project. The layout of a subdivision or PUD has been reviewed by the Fire Chief or (designee) to ensure that adequate fire protection can be provided. Staff does not feel that this project warrants review by the South Burlington Fire Chief. Roads, recreation paths, stormwater facilities, sidewalks, landscaping, utility lines and lighting have been designed in a manner that is compatible with the extension of such services and infrastructure to adjacent landowners. This criterion is not applicable to the proposed project. Roads, utilities, sidewalks, recreation paths, and lighting are designed in a manner that is consistent with City utility and roadway plans and maintenance standards. This criterion is not applicable to the proposed project. Staff feels the proposed boundary line adjustment on this property is in conformance with the South Burlington Comprehensive Plan. Lot Layout. According to Section 15.10 of the South Burlington Land Development Regulations, a minimum width to length ratio of one to five (1:5) shall be used as a guideline by the Development Review Board in evaluating lot proportions. Square or roughly square lots shall not be approved. The two lots proposed through this project are in compliance with this criterion Staff recommends that the Development Review Board approve Final Plat application #SD-04-65, as submitted. One property gains a bit in the front yard and the other gain a bit in their backyard. Mr. Belair said staff has no issues with the plan. 6. Sketch Plan Application #SD-04-56 of Paul & Linda Effel to subdivide a 0.58 acre lot developed with a single-family dwelling into two lots: Ms. Effel said this had been kept as a double lot and they now want to subdivide it and put another dwelling on the back lot. Ms. Effel said she had a problem with staff comments. She felt the minimum lot size should be stated at 9500 feet, not 10,890 as staff said. Mr. Belair explained that 9500 is the minimum lot size but the applicant would need at least half an acre in order not to exceed density. In order to avoid this, they would have to apply as a PUD. Mr. Kupferman asked if they applicant would consider combining driveways to avoid having 2 curb cuts. Ms. Effel said they would. Mr. Bolton said there could be a problem with the garage if they did this. Ms. Effel noted it would also require an easement. 7. Application #CU-04-07 of Robert & Susan Griffin for conditional use approval under Section 14.10 of the South Burlington Land Development Regulations. Request is for permission to: 1) expand the footprint of the dwelling by 540 sq. ft., 2) increase the height of the structure to 26.5 feet, 3) replace concrete staircase to lake with wood staircase, and 4) remove trees and other vegetation between dwelling and the lake, 99 Central Avenue: Mr. Griffin said they were told by the arborist that it was OK to create a narrow view corridor 12-15 feet wide, running toward the lake. CITY OF SOUTH BURLINGTON 2 DEPARTMENT OF DEVELOPMENT REVIEW BOARD PLANNING & ZONING \drb\sub\dobson\sketch doc SUBDIVISION CRITERIA Pursuant to Section 15.18 of the South Burlington Land Development Regulations subdivisions shall comply with the following standards and conditions: Sufficient water supply and wastewater disposal capacity is available to meet the needs of the project According to Section 15.13 of the South Burlington Land Development Regulations, the existing public water system shall be extended so as to provide the necessary quantity of water, at an acceptable pressure. The two (2) subject lots are currently developed with single-family homes, which are adequately connected to the public water system. The proposed project will not affect the water connection or supply of these dwelling units. According to Section 15.13 of the South Burlington Land Development Regulations, the subdivider or developer shall connect to the public sewer system or provide a community wastewater system approved by the City and the State in any subdivision where off -lot wastewater is proposed. The two (2) subject lots are currently developed with single-family homes, which are adequately connected to the public sewer system. The proposed project will not affect the sewer connection or demand of these dwelling units. Sufficient grading and erosion controls will be utilized during and after construction to prevent soil erosion and runoff from creating unhealthy or dangerous conditions on the subject property and adjacent properties. There is no construction or earthwork proposed through this project. The project incorporates access, circulation, and traffic management strategies sufficient to prevent unreasonable congestion of adjacent roads. Lot 1 is currently accessed by a private driveway off of Holbrook Road. Lot 2 is currently accessed by a private driveway off of Tabor Place. No changes are proposed. The project's design respects and will provide suitable protection to wetlands, streams, wildlife habitat as identified in the Open Space Strategy, and any unique natural features on the site. There are no wetlands on the subject property. The project is designed to be visually compatible with the planned development patterns in the area, as specified in the Comprehensive Plan and the purpose of the zoning district(s) in which it is located. Both structures are currently in existence, so this criterion is not applicable to the proposed project. Open space areas on the site have been located in such a way as to maximize opportunities for creating contiguous open spaces between adjoining parcels and/or stream buffer areas. Roads, recreation paths, stormwater facilities, sidewalks, landscaping, utility lines and lighting have been designed in a manner that is compatible with the extension of such services and infrastructure to adjacent landowners. This criterion is not applicable to the proposed project. This criterion is not applicable to the proposed project. The project is consistent with the goals and objectives of the Comprehensive Plan for the affected district(s). Staff feels the proposed boundary line adjustment on this property is in conformance with the South Burlington Comprehensive Plan. Lot Layout. According to Section 15.10 of the South Burlington Land Development Regulations, a minimum width to length ratio of one to five (1:5) shall be used as a guideline by the Development Review Board in evaluating lot proportions. Square or roughly square lots shall not be approved. The two lots proposed through this project are in compliance with this criterion. Other. 1.
