(Con' t) Witness #2 061MISM) advised that he estimated the speed o_ the pickup truer_ at 40-50 mph. witness #2 ddMIRM advised that when he got to pedestrian #1 OINOW he 00000), was laying on his right side, with his feet near the front wheel of the white pickup, and his head in a westerly direction from there. Witness #2 0111111M) also advised that he and another passer-by, then started CPR on the pedestrian (IMM). Another witness to this accident, witness i:3, was interviewed by 1jc ic:.Ln i•,'_lder. ::itness #3 identified himself as; dob:01-CS-5C; of His phone number i Witness #3 ( ) advised that he was driving north on route 116, and was in the construction site when this accident happened. :witness #3 481014M) advised that there was nothing between his vehicle and the Deputy Sheriff 411� who was directing traffic at the site. Witness #3 ) advised that he saw a pickup truck coming around the corner and was drifting toward the center of the road. Witness #3 A1111W advised that the pedestrian Ow was standing to the east of the center line, but was very close to it within the northbound lane. Witness #3411111W advised that pedestrian #1 aloft was trying to out guess the movement of the pickup truck, to get out of the way. Witness #3 AIJIMINM advised that the Deputy ) initially tried to go to the left, and the truck was trying to pet back onto his owr. lane. fitness #3 ) advised that the Deputy Quib they, moved back to the right and was then struck by the truck. Witness #3 ) advised that the truck was straddling the center line of the road when it came around the curve. Witness #3 ANINW) advised that as the Deputy d1jap was struck and was carried by the pickup truck, until the truck started to spin around, when the Deputy AMO) was thrown off. Witness #3 4�) advised that the Deputy 4"W) then landed at the front of the white pickup. Witness #3 MAIM advised that he thought that the speed of the truck was between 35 and 40 mph. Witness #3 41111M) advised that the operator of the truck told him that another flagman had better get up further than the first one was. Another witness to this accident, witness #4, was interviewed by this officer. She identified herself as; dob: 12-14-44, o Vt. Witness #4 J011W) advised that she was in a vehicle that was following another vehicle (Witness #3) through the construction site. Witness #4 151110M advised that she was travelling north on route 116. Greenberg, President PLANNING COMMISSION OCTOBER 25, 1983 The South Burlington Planning Commission held a meeting on Tuesday, October 25, 1983, at 7:30 pm, in the Conference Room, City Hall, 575 Dorset Street. Members Present Sidney Poger, Chairman; Judith Hurd, John Belter, George Mona, Mary -Barbara Maher, Peter Jacob Others Present Richard Ward, Acting Planner; Gary Wheelok, WVAY-TV22, Walter E. Houghton, Ernest J. Little, Burlington international Airport; Pat Burgmeier, The Other Paper; Peter Lukacic, Don MacKinnon, Dave Usher, New England Telephone; David Greenberg, Temple Sinai; James E. Daley, Rudney Cyfelt Minutes of October 11, 1983 Mr. Jacob moved that the Minutes of October 11, 1983 be approved as written. Mrs. Maher seconded with unanimous approval. Mrs. Maher then noted that the commission has discussed the fact that the quality of work diminishes after 11 pm. She then moved that the historical precedent of not be innin an new to is after :30 m e reinstituted. Mrs. Hurd seconded, and the motion passe 5-2 with Messrs. Poger and Mona voting against. Sketch 21an review,. two lot subdivision Myersproperty_,Dorset and Swift Streets. Mr. Greenberg of Temple Sinai explained that the plan is to purchase a piece of property on Swift and Dorset Streets from Mr. Myers. Theland is presently open field with wet, clay soil. The Temple will purchase only 4 acres, with the remainder to be part of Mr. Myers' present residence. City water will be used, and when the Mormon Church puts in their sewage system they hope to hook onto that. The plan is to build a 4,000 sq. ft. Reformed Jewish Temple of possibly 2 stories, which may be a basement with one floor above. Mr. M8na asked whether 4 acres would be enough. Mr. Greenberg indicated they do not have a huge congregation and generally have only 50-70 at any one gathering. They plan on 80 parking spaces. Mr. Mona said he felt it was significant that the entrance was to'be on Swift rather than Dorset St. Mr. Poger asked whether a driveway so close to the Mormon Church would cause a problem. Mr. Greenberg said the two groups do not have conflicting days of.worship. Mr. Mona suggested the Temple people come to City Hall and look at the plans for the Mormon Church's expansion for maximum appearance for both structures. He added that they should also be aware that in the long range plan of the City, Swift St. may continue east across Dorset St. and may be a major thoroughfare. MEMORANDUM To: South Burlington Planning Commission From: Richard Ward,Zoning` Administrative Officer Re: Next week's agenda items Date: 11/18/83 3) Offset House, 1205 Airport Parkway Addition of 10,000 square feet is proposed, existing building is 10,500 square feet. The issues being that a private sewer line will be installed along Airport Parkway. The on -site sewer system will be abandoned. The sewer allocation is 600 g.p.d. An existing curb cut off Berard Drive will be used, providing two openings. Second opening will provide for trailer truck movements. Being a double lot I see no reason for not permitting two openings. Removing heavy traffic -move- ments to Berard Drive is an ideal situation. Average daily traffic, 100 trips has caused no problems to the area, no.additional traffic.is excepted. The proposed parking and landscaping is adequate. The City will supply a street light to the new pole being installed near the intersection. 4) PJ's Auto, 2073 Williston Road As the result of a stipulation, Mr. Choiniere was prohibited from displaying or parking vehicles on the grassed area in the front or to the side of his lot. Mr. Choiniere is proposing to purchase a strip of land to the east of his property from Dr. Brown to provide additional grassed and landscape area in order to be allowed to display new truck and cars. Should the Planning Commission agree to this, the stipulation of October 11, 1983 should be removed from the record. 5) Adams, Berard Drive Lot has ledge out -cropping, most to be blasted an removed. Due to out -cropping an on -site sewer system may be difficult to design. Before a permit is issued a disposal system must be designed by an engineer and approved by the City. A mount system may be required. Parking area is acceptable, additional area is available for any future expansion. Landscaping is adequate, bond required before permit is issued. See City Engineer's comments regarding drainage and water and power lines. 6) Myers, 2 lot subdivision Dorset Street and Swift Street Only issue at sketch plan was located at driveway off Swift Street. A separation of, 180 feet between the driveway of the Norman Church and the proposed church has been proposed. This location seems to provide the best sight distance. However, with the submission of the plan for site plan approval more detail in- formation will be available. The Zoning Board of Adjustment has granted condtional use approval.
