HomeMy WebLinkAboutMinutes - City Council - 05/19/1971SOUTH BURLINGTON CITY COUNCIL REORGANIZATION MEETING MAY 19, 1971 The South Burlington City Council held its reorganization meeting in the Conference Room at Central School, Williston Road, South Burlington, on Wednesday, May 19, 1971, at 4 P.M. City Manager Janes welcomed those present, and said that before the oath was administered to the newly elected Councilmen, he would like to open the meeting with the reading of the Athenian Oath as follows: "We will ever strive for the ideals and sacred things of the City, both alone and with many; we will unceasingly seek to quicken the sense of public duty; we will revere and obey the City's laws: We will transmit this City not only not less, but greater, better and more beautiful than it was transmitted to us". ADMINISTRATION OF THE OATH OF OFFICE City Clerk Helen D. Paquin administered the oath of office of the position of Councilman for the City of South Burlington to Mr. Walter Nardelli for a term of three years, to Doctor Harold P. Brown for a term of two years, and to Mr. Kenneth W. Jarvis for a term of one year. MEMBERS PRESENT Raymond E. Stearns, Frederick G. Blais, Walter Nardelli, Harold P. Brown and Kenneth W. Jarvis. MEMBERS ABSENT None OTHERS PRESENT City Manager Janes, Police Chief Carter, Reporter Leo O'Connor, OTHERS PRESENT, CONTINUED Radio Announcer Dave Dillon, Superintendent of Public Works and Mrs. Frank Clark, Fire Chief Monell, City Clerk Helen D. Paquin, Zoning Administrator Richard Ward and Secretary Catherine Hayden. ELECTION OF CHAIRMAN OF THE CITY COUNCIL City Manager Janes took the chair for the election of Chairman of the City Council and called for nominations. Councilman Blais placed the name of Mr. Raymond E. Stearns in nomination, saying he would like to state publicly his admiration for Mr. Stearns, and noted his accomplishments during the past two years as a Selectman and Councilman. Mr. Nardelli seconded the nomination. As there were no further nominations Mr. Janes announced the nominations closed, and the vote was unanimous in electing Mr. Stearns as Chairman of the City Council. Chairman Stearns then took the chair and conducted the remainder of the meeting. ELECTION OF VICE-CHAIRMAN OF THE CITY COUNCIL Chairman Stearns called for nominations for the office of Vice-Chairman of the Council. Doctor Brown placed the name of Frederick G. Blais in nomination. Mr. Kenneth Jarvis seconded the nomination. Hearing no other nominations, Chairman Stearns announced the nominations closed, and the vote was unanimous in electing Frederick G. Blais as Vice- Chairman of the City Council. ELECTION OF CLERK OF THE CITY COUNCIL Chairman Stearns called for nominations for the office of Clerk of the Council. Mr. Nardelli placed the name of Doctor Brown in nomination. Doctor Brown asked Mr. Nardelli to withdraw his name as he felt that he did not have enough experience at this time to hold an office. Mr. Nardelli withdrew his nomination. Doctor Brown then placed the name of Mr. Nardelli in nomination for Clerk of the Council. Mr. Blais seconded the nomination. Hearing no other nominations, Chairman Stearns announced the nominations closed, and the vote was unanimous in electing Mr. Nardelli as Clerk of the City Council. SET TIME AND PLACE OF REGULAR COUNCIL MEETINGS Chairman Stearns noted that the City Charter states the Council must meet twice a month, and requested that the summer meetings begin at 8 P.M. if this was agreeable to the other members. Chairman Blais made a motion that the Council's regular meetings be set for the first and third Mondays of the month, to be held in the Conference Room of the Central School Building, 1175 Williston Road, South Burlington, Vermont, the meetings to begin at 8 P.M. during the months of June, July, and August, and at 7:30 P.M. the rest of the year. Doctor Brown seconded the motion which passed unanimously. SET TIME AND PLACE OF REGULAR COUNCIL MEETINGS, CONTINUED Chairman Stearns reminded the Councilmen that they were automatically members of the Board of Civil Authority which would be very active during the coming summer months because of the reappraisal. He cautioned the members about calling for extra Council meetings so as to avoid conflicts. City Manager Janes noted that the next regular meeting would fall on June 7, 1971, and there was a second reading of an ordinance advertised for the meeting. It was agreed that the next regular meeting would be held on the first Monday in June, the seventh of June. SET TIME AND PLACE FOR ORIENTATION TRIP OF CITY'S PHYSICAL PLANTS The Council agreed to meet on Thursday, May 27, 1971, at 4 P.M. at the Central School to begin the orientation trip by viewing the progress on the vault construction and carpet installation at the school. City Manager Janes said the City will provide the transportation for the trip. APPOINTMENTS TO BE MADE BY MAJORITY VOTE OF COUNCIL Chairman Stearns said it was important that some of the necessary annual appointments be made in order to insure continuity of the City's business. Mr. Blais made a motion to make the following appointments for a one year term: City Treasurer H. D. Paquin Health Officer Dr. C. Gluck City Attorney John T. Ewing Tree Warden Dr. S. Wiggans Zoning Administrator Richard Ward C.D. Director Chief Monell First Constable Donald Lavalette " " " Asst.A.C. Audette Second Constable Norman Airoldi " " " "F.T. Clark Auditor Thompson, Phrahl & Kelley Motion seconded by Mr. Jarvis and voted unanimously. FIRE DEPARTMENT TRAINING OFFICER APPOINTMENT City Manager Janes said he would like to suggest that consideration be given to naming James Godette as the Fire Department Training Officer. Councilman Blais asked if this could be done administratively. Mr. Janes said it could. Mr. Nardelli, speaking to the Chairman, remarked that all persons considered for official capacity be residents of South Burlington. CONSIDERATION OF OTHER APPOINTMENTS TO BE MADE Chairman Stearns said that under the new Charter the Council is obligated to advertise the openings for the Committees, Commissions, and Boards, and also reminded the members that written resumes would be required. Chairman Stearns also asked the City Manager to write to the present members of the Boards, Commissions and Committees requesting that they stay on until reappointed or replaced. Mr. Nardelli made a motion to advertise the openings, listing the positions in the plural, so that appointments could start to be considered at the meeting of June 7, 1971. Motion seconded by Mr. Blais and passed unanimously. RADIO PROGRAM - DIALOGUE City Manager Janes announced that he and Chairman Stearns would be on Dave Dillon's radio program "Dialogue" on the following Saturday. ADJOURNMENT Dr. Brown moved to adjourn the meeting at 4:30 P.M. Motion seconded by Mr. Blais and so passed.
