HomeMy WebLinkAboutMinutes - City Council - 04/19/1971SOUTH BURLINGTON CITY COUNCIL MEETING APRIL 19, 1971 The South Burlington City Council held a regular meeting at the Middle School Library, Dorset Street, South Burlington, Vermont on Monday, April 19, 1971, at 7:30 P.M. MEMBERS PRESENT Charles H. Behney, Chairman; Gregory L. Premo, Raymond E. Stearns, and Frederick G. Blais. MEMBERS ABSENT None OTHERS PRESENT Acting City Manager Richard G. Carter, Charlotte C. Marsh, Highway Foreman Albert C. Audette, Fire Chief Melvin Monell, Franklyn McCaffrey, Reporter Eric Loring, Everett Allen, Zoning Administrator Ward, Judy Lomas and Linda Christensen from the South Burlington League of Women Voters and Catherine Hayden, Secretary. LIQUOR CONTROL BOARD MEETING Chairman Behney called the meeting of the Liquor Control Board to order at 7:30 P.M. The Councilmen considered, approved, and signed the following applications for Renewal of Liquor Licenses: 1. Joe Barry's Restaurant, Inc. 2. Shakey's Pizza Parlor, (Arthur Moran, Inc.). 3. Lee and Lee, Inc., (Kohala Mauna). 4. New Victorian Inn, Inc. 5. Harper Hotels of Vermont (Holiday Inn). 6. Martin's Foods of South Burlington 7. Redwood Motel and Coffee Shop 8. Lum's (Kirkfield, Inc.). 9. Solomon's Mart (Frederick Peter Solomon). 10. First National Stores Corporation of Vermont. On a motion made by Mr. Blais and seconded by Mr. Stearns, the Liquor Control Board voted unanimously to adjourn at 7:40 P.M. COUNCILMEN'S REGULAR MEETING Chairman Behney opened the regular Councilmen's meeting at 7:40 P.M. with the Pledge of Allegiance to the Flag. ADDITIONS TO THE AGENDA On a motion made by Mr. Premo, seconded by Mr. Stearns, and passed unanimously, the following items were added to the agenda. 1. Consider Telephone Company petitions for installation. 2. Discuss itinerant salesmen or vendors. 3. Discuss South Burlington Post Office. MINUTES OF MEETINGS OF APRIL 5 and 12, 1971 TO BE READ Mr. Premo made a motion to accept the minutes of the meetings of April 5 and 12, 1971 as read. Mr. Blais seconded the motion which passed unanimously. REPORT ON SPEAR STREET PARKING PROBLEM Chairman Behney asked for a report on a meeting on the Spear Street parking problem that had been held on April 15, 1971. Mr. Blais reported that there seems to be a lack of sufficient parking places for the university activities, and that until there is proof that there is sufficient parking facilities the Council should not pass an ordinance to prohibit parking on Spear Street. REPORT ON SPEAR STREET PARKING PROBLEM, CONTINUED Mr. Blais and Mr. Stearns were scheduled to tour the campus with Mr. Lovell to see what parking spaces are available, and Mr. Lovell said he needs legal tools making parking on Spear Street illegal before he can force motorists to park in the available spaces. Chairman Behney thanked Mr. Blais for the report saying his understanding was that the University intended to work very closely with the City on the problem. TOPICS DISCUSSION Although the Council is on record as not supporting a median strip on Williston and Shelburne Roads as proposed by TOPICS, Mr. Stearns wondered if the Council would think about making a firm recommendation on other aspects of the Topics plan. RENEW COUNCIL'S APPEAL FOR VOLUNTARY PROHIBITION OF OUTDOOR RESIDENTIAL BURNING Chairman Behney recapped the City's rules and regulations for residential and open burning and asked for a renewal of the voluntary ban on the burning of household refuse. He also read from State rules and regulations on open burning, whereby burning in remote areas and the burning of demolished buildings requires state as well as City permission. Fire Chief Monell said he also had received notice of the State's rules, and reported that he planned to burn in some open lots in an effort to reduce the incidence of grass fires which are prevalent at this time of the year. ELSOM PARKWAY LETTER Chairman Behney reported that a letter had been forwarded to Leo Dumont, developer of the Sunnyview East Development off Hinesburg Road, requesting that he change the name of Elsom Parkway in that development as it is being confused with the Elsom Parkway located off Williston Road. Miss Marsh suggested several names of historical significance to South Burlington, but it was pointed out that the developer has the right to name the streets in his development, and the Council will wait for his suggestions. CONSIDER TELEPHONE COMPANY PETITIONS FOR INSTALLATION The Councilmen considered, approved, and signed the Telephone Company's petitions to install buried cables on Airport Parkway. DISCUSS ITINERANT SALESMEN OR VENDORS Chairman Behney commented on some businesses being conducted in the local motels which offered merchandise for sale. He felt such concerns were competing with well established city firms who pay taxes and have heavy overhead expenses. He also mentioned the house to house salesman and asked Chief Carter if there could be some control, such as licensing, over this type of operation. Mr. Premo and Mr. Stearns both expressed their opinion that there are communities that use a licensing concept. Chief Carter said he was sure you could not stop a person from going door to door selling merchandise or services, but he thought we could pass some sort of regulation requiring them to be licensed by the City. Zoning Administrator Ward was instructed to check this out with the City Attorney, and report back to the Council. DISCUSS SOUTH BURLINGTON POST OFFICE Chairman Behney said he would like to suggest to the Council that the Postmaster General of the United States be contacted and a request made that the City of South Burlington have its own Post Office and not be just a branch of the Burlington Post Office. Mr. Stearns made a motion to have City Manager Janes contact the three members of the Vermont Congressional group to find out how to proceed so that the City can have its own Post Office. Motion seconded by Mr. Premo and passed unanimously. POLICE DEPARTMENT COMPLIMENTARY LETTER Chairman Behney read in full a letter from Norman Chappell of Williston Road detailing his experience in obtaining excellent results from the South Burlington Police Department when he needed help. Mr. Premo moved for adjournment at 8: 30 P.M. Motion seconded by Mr. Blais and passed unanimously. APPROVED Frederick G.
