3) Offset House, 1205 Airport Parkway
Addition of 10,000 square feet is proposed, existing building is 10,500 square
feet. The issues being that a private sewer line will be installed along
Airport Parkway. The on -site sewer system will be abandoned. The sewer
allocation is 600 g.p.d.
An existing curb cut off Berard Drive will be used, providing two openings.
Second opening will provide for trailer truck -movements. Being a double lot
I see no reason for not permitting two openings. Removing heavy traffic move-
ments to Berard Drive is an ideal situation. Average daily traffic, 100 trips
has caused no problems to the area, no additional traffic.is excepted.
The proposed parking and landscaping is adequate. The City will supply a street
light to the new pole being installed near the intersection.
4) Pi's Auto, 2073 Williston Road
As the result of a stipulation, Mr. Choin.iere was prohibited from displaying or
parking vehicles on the grassed area in the front or to the side,of his lot.
Mr. Choiniere is proposing to purchase a strip of land to the east of his
property from,Dr. Brown to provide additional grassed and landscape area in
order to be allowed to display new truck and cars.
Should the Planning Commission agree to this, the stipulation of October 11, 1983
should be removed from the record.
5) Adams, Berard Drive
Lot has ledge out -cropping, most to be blasted an removed. Due to out -cropping
an on -site sewer system may be difficult to design. Before a permit is issued
a disposal system must be designed by an engineer and approved by the City. A
mount system may be required.
Parking area is acceptable, additional area is available for any future expansion.
Landscaping is adequate, bond required before permit is issued. See City Engineer's
comments regarding drainage and water and power lines.
6) Myers, 2 lot subdivision Dorset Street and Swift Street
Only issue at sketch plan was located at driveway off Swift Street. A separation
of 180 feet between the driveway of the Morman Church and the proposed church
has been proposed. This location seems to provide the best sight distance.
However, with the submission of the plan for site plan approval more detail in-
formation will be available. The Zoning Board of Adjustment has granted condtional
use approval.
The site will be served by City sewer and water. I see no problems with this
proposal. See letter from David Spitz requesting a two year sewer allocation.

3) Offset House Addition, Airport Parkway - Berard Drive
1. Site grading especially parking area should be toward the north-east.
2. I would reconunend the Airport Parkway access be eliminated and all access
to the site be from Berard Drive. Airport Parkway is a through street with a
constant increase in traffic.
5) New Storage Warehouse (Paul Adams), Berard Drive
1. Design of on site sewage disposal system shall be submitted prior to issuing
of building permit.
2. Site including parking area shall be graded so surface runoff is away from
cul-de-sac.
3. Water and power service to building must be separated by at least 10 feet.
Drawing shows them together.
6) Myers -Subdivision, Swift Street - Dorset Street
1. To conform with the Zoning Regulations for street rights -of -way (66' Swift
and 80'Dorset Street) a strip of land 8.25' in width on Swift Street and 7'
on Dorset Street should be deeded to the City. In addition a triangle piece
(25' each leg) should be obtained to allow for intersecting radii and day
lighting intersection.
7) New England Telephone
No additional comments, site plan acceptable.
8) Olympiad Addition, Farrell Street
1. Method of handling storm water runoff should be shown.

Dear Attorney Greenberg:
Enclosed is a copy of the approval notion regarding the subdivision of the
Myers property.
Be advised that the land dedication should occur before the closing and the
mylar print must be recorded within 90 days.
The conditional use granted by the Zoning Board of AdjustTaent will expire may
14, 1984 at which time you will be required to request an extension or permit
for construction.

MOTION OF APPROVAL
That the South Burlington Planning Commission approve the final plat application
of Isadore Myers for a two lot division located at Dorset and Swift Streets, as
depicted on a plan entitled "Plan showing proposed 2 lot sub division - Myers
property , Dorset Street, South Burlington, Vermont, 8.8 acres." as prepared by
Warren Robenstein dated September 1983 with the following stipulations:
1) That the use be that proposed and approved by the Zoning Board of Adjustment
on 11/14/83.
2) That the lot located at Dorset and Swift Street be served with municipal sewer
and water.
3) That final plat be recorded within 90 days.
4) Sewer allocation for the proposed project shall be 300 g.p.d. in accordance
with the sewer policy developed by the Planning Commission.
5) That a seven (7) foot strip of land along Dorset Street (including both
properties) and an eight and one quarter (8.25) foot strip along Swift Street,
plus a triangle piece (25 foot each leg) be dedicated to the City for future
road widening.

was made on November 22, 1983. (see attached minutes)

Dear Commissioners,
I am working with the applicants for the Temple Sinai reform
Jewish temple on Swift Street out of personal interest rather than as
a consultant.
I have advised the applicants that it is important to get a clear
reading on sewer availability before going ahead and purchasing a por-
tion of the Myers' property. The property has heavy clay soils and may
not be able to get septic system approval if a public sewer connection
is not available. Since the congregation may not be ready to build for
a year or two, it would be desirable to be granted a sewer allocation
of 400 gallons per day for at least two years.
I believe that the request for a two year allocation is compatible
with the City's overall sewer policy for two reasons. (1) If this portion
of the Myers' subdivision was to be developed residentially, two years
would be a reasonable development time period for 8 housing units. (2)
Sewage volume for the proposed use will be very low and will have virtually
no impact on sewer availability for other larger users.
We hope that you will consider this request favorably and will
grant a two year sewer allocation as part of final plat approval.

2) Myers, Dorset and Swift Streets
Existing lot (Myers homestead) contains 8.8 acres. Proposed lot contains 4.0
acres with 473 feet frontage on Dorset Street and 376 feet on Swift Street.
Myers lot contains 4.8 acres with 744 feet frontage on Dorset Street. Proposed
lot will be used for a church. Myers lot to remain as is, single family dwell-
ing. Proposed lot served by City water and sewer. Sewer to be extended along
Swift Street and tap into line by Morman Church. No problems with this pro-
posal.
4a) People's Express, Airport Complex
Addition 36'x66' (modular unit) located to the south end of the main terminal.
Because of overcrowding conditions a hold room and check -in counter is requested.
The only issue is landscaping, parking and circulation will remain the same.
Landscaping required would be in the area of $500 dollars, the landscaping as
proposed are foundation plantings and are acceptable. Bond for $690 will be
necessary.
As a suggestion, the Airport Manager should have a work session with the
Commission to discuss near and long range plans for the Airport Complex.
4b) Merchants Bank, 50 White Street
Zoning Board of Adjustment granted a waiver, banks are non -conforming use with-
in C-1 District. Addition located to the rear of building, does not affect
the site. No improvements are required.
Landscaping is only issue, an addition $750 in plantings are required.
5) Farrell, Sherwin Williams
Post office will be a tenant. See City Attorney's comments. Traffic in-
formation is expected from the applicant at the meeting.
6) Trevithick, 1751 Spear Street
The area is zoned Residential 1 District. The minimum frontage requirement be-
ing 170 feet. The existing lot contains five acres with 334 feet frontage.
Zoning Board of Adjustment granted a waiver, the four acre lot will contain
164 feet frontage. I see no problems with this subdivision. City water is
available, on site sewer is required. Design by an engineer is necessary prior
to construction of a dwelling.
