It was noted that a revised plan will have to be submitted, showing the setback and the area in which cars can be parked. Site plan review, Paul Adams lot #17 Berard Drive to construct a 6,000 s . ft. storage/warehouse facility Mr. Mike Dugan represented Mr. Adams and noted that this was the last lot on Berard Drive and the entrance would be off the existing cul-de-sac. He said they had found a suitable site for on -site sewage disposal. Mr. Poger felt the application was not totally prepared, referring to the 3 comments in the City Engineer/Mana-.er's 11/18 memo. Mr. Dugan requested that the City Planner be able to approve the plan after the 3 comments are taken care of, since they want to start work soon. Mr. Burgess noted that a building permit could be held until those comments were resolved. Mr. Jacob moved that the South Burlington Planning Commission grant.site plan approval for the application of Paul Adams for construction of a 6,000 sq. ft. storage - warehouse facility on lot #17, 29 Berard Drive, as depicted on a plan entitled "New Storage - Warehouse Facility - Berard Drive" dated November 12, 1983, prepared by Michael Dugan, with the following stipulations: 1. That a landscaping bond in the amount of $2400.00 be posted prior to issuance of a building permit. 2. That an on -site sewer disposal system be designed according to City standards and approved by the City Engineer prior to issuance of a permit. 3. That the two stipulations on William Szymanski's 11/18/83 memo to the Planning Commission be included on the site plan before issuance of a_ building permit. 4. This approval expires in 6 months. Mrs. Maher seconded the motion, and it passed unanimously. Final plat application of Isadore Myers, 1001 Dorset St., 2 lot subdivision, parcel involves 8.8 acres The Commission had received a letter from David Spitz requesting that in this case the sewer allocation be given for a 2 year period. Usually the period is 1 year with a possible 1 year extension. Mr. Fiona felt this application was different because it was a public organization making the application, and it usually takes such groups longer to get things done than it does for individual developers. He felt the Commission always listened to the particular circumstances developers found themselves in. Mr. David Greenberg explained that the Temple would need very little sewer capacity and it might take them a long time before they could build. Pair. Jacob felt the 2 year allocation should be given, with a possible 1 year extension after that, if needed. Mr. Greenberg said the Mormon driveway would be 180' away from their proposed drive here and it will be 80' from the proposed drive to the property line. The offer of dedication for future road widening was discussed. Mr. Greenberg said the Temple would make the offer, although he wondered if the 25' triangle the City Manager had requested at the corner was too large. It was decided that the applicants would discuss that area again with the Manager. M PLANNING COMMISSION NOVEMBER 22, 1983 Mr. Kaplan said he represented the Myers and had not known about the offer of dedication until this morning. He was concerned that once the land had been .dedicated, its use would be lost forever and he wondered from where the authority to request it came. He felt it was a substantial portion of the Myers' land. He was told that the Commission had requested such dedications before and that the land would not be taken until the road is widened. Mrs. Maher asked whether, if the Myers developed the land before the road was widened, they could use the land in the dedicated strip to calculate density and it was felt they could. This would leave them with 4.8 acres of land on which they could calculate density at R2 zoning, if they decide to develop after this subdivision takes place. Mr. Jacob moved _that the South Burlington Planning Commission approve the final plat application of Isadore Myers for a two lot subdivision located at 8.8 acres" as prepared by Warren Robenstein dated September 1983 with the following stipulations: 1. That the use be that proposed and approved by the Zoning Board of Adjustment on 11 1 8 . 2. That the lot located at Dorset and Swift Street be served with municipal sewer and water. 3. That final plat be recorded within 90 days. 4. Sewer allocation for the proposed project shall be 300 g.p.d. in accordance with the sewer policy developed by the Planning Commission and shall be reserved for a 2 year period. 5. That a seven foot strip of land alon Dorset Street(including both properties)and an eight and one quarter 8.25 foot strip along Swift Streetplus a tr'angular piece to be determined by the City Engineer up to 2_5'each leg be dedicated to the City for future road widening This strip can be used for any density requirements as Dart of the original property. Mrs Maher seconded the motion and all voted aye. Site plan review, New England Telephone, Mr. Donald MacKinnon, Tilley property, Hinesburg Road, southerly Interstate 89, construction of a 55,000 so. ft. office complex Mr. Ward said it had been decided to have a maintenance shop within the parking garage, not separate, and he said the City's traffic consultant had submitted a report on this project. Mrs. Hurd asked whether the building would obstruct the Hill's view of the mountains and was told it probably would not. Although the traffic consultant and State feel no special turning lanes are necessary, the company has decided to put one in for the safety of its people. Mitel's contribution to improving the Kennedy Drive/Hinesburg Road inter- section was mentioned. It was noted that when Mitel came in, the intersection was operating below C but it is now above that, so no contribution is needed here.
