HomeMy WebLinkAboutSP-00-36 - Decision - 1025 Airport Drive#SP-00-36 FINDINGS OF FACT AND DECISION STATE OF VERMONT COUNTY OF CHITTENDEN CITY OF SOUTH BURLINGTON Re: Findings of Fact, site plan application of Dufresne -Henry, Inc. for a 3,250 sq. ft. addition to a 7,750 sq. ft. office building for a total of 11,000 sq. ft. general office use, 1025 Airport Drive. On the 1" of August, 2000, the South Burlington Development Review Board approved the site plan application of Dufresne -Henry, Inc. under Section 26.10 of the South Burlington Zoning Regulations based on the following findings: 1. This project consists of a site plan application of Dufresne -Henry, Inc. for a 3,250 sq. ft. addition to a 7,750 sq. ft. office building for a total of 11,000 sq. ft. general office use, 1025 Airport Drive. 2. The owner of record of this particular property is Dufresne -Henry, Inc. 3. Access/Circulation: Access is currently provided via a 28 foot curb cut on Airport Drive and a 20 foot curb cut on Airport Road. The applicant has proposed removing a portion of the existing pavement around the access drive to taper the Airport Drive access drive to 26 feet. The applicant wishes to keep the curb cut on Airport Road to provide access solely to the dumpster area. Circulation on the site is adequate. 4. Coverage/Setbacks: The proposed building coverage is 21% (maximum 30%). The proposed total coverage is 66% (70% max). Front yard coverage along Airport Drive is currently 45% and will decrease to 40% (30% max). Front yard coverage along Airport Road will remain unchanged at 21% (30% max). The front yard setback along Airport Drive is 57 feet. The existing structure is currently setback only 20 feet from the r.o.w. There are no changes proposed to this portion of the structure which is considered a pre-existing non -complying structure. This expansion will be subject to the limitations of Section 26.002 of the Zoning Regulations. All other setback requirements are met. 5. Parking: A total of 44 parking spaces are required and 60 are being provided. Only two handicapped parking spaces are illustrated and three handicapped parking spaces are required. Plans should be revised to illustrate one additional handicapped space delineated as handicapped and illustrate a bike rack. 6. Traffic: The current use is estimated to generate 11.5 P.M. peak hour vehicle trip ends (vte's) using the TTE handbook. The proposed addition will generate an additional 4.8 P.M. peak hour vte's 1 for a total of 16.39 vte's. The applicant should expect to pay a road impact fee for the additional 4.8 vte's. 7. Sewer: No additional sewer allocation has been requested. 8. Landscaping: The minimum landscaping requirement, based on construction costs, of $11,200 is not being met. The applicant should consult with staff and revise the plans to include an additional $5,341 in landscaping. 9. Lighting: All lights must be downcasting and shielded. The applicant should submit cut sheets for all proposed and existing lights for approval by the Director of Planning and Zoning. 10. Dumpster: A screened dumpster area is provided. The applicant should provide information as to the type of screening as the dumpsters will be in the front yard area and the screening should be opaque. DECISION AND CONDITIONS Based on the above Findings of Fact, the South Burlington Development Review Board approves site plan application #SP-00-36 of Dufresne -Henry, Inc. for a 3,250 sq. ft. addition to a 7,750 sq. ft. office building for a total of 11,000 sq. ft. general office use, 1025 Airport Drive, as depicted on a one (1) page set of plans, entitled, "Dufresne -Henry, Inc. 1025 Airport Drive South Burlington, SIT 05403", prepared by Beaudin Associates, dated 6/23/00, with the following stipulations: 1. All previous approvals and stipulations which are not superseded by this approval shall remain in effect. 2. The site plan shall be revised to show the changes listed below and shall require approval of the Director of Planning & Zoning (hereinafter Director). Three (3) copies of the approved revised site plan shall be submitted to the Director prior to permit issuance. a) The site plan shall be revised to illustrate one (1) additional handicapped parking space. b) The site plan shall be revised to show a bike rack. c) The site plan shall be revised to incorporate up to $5,341 worth of additional landscaping. d) The site plan shall be revised to show the locations of all proposed and existing exterior lights. N 3. All lights must be downcasting and shielded. The applicant shall submit cut sheets for all proposed lights for approval by the Director of Planning and Zoning prior to permit issuance. Any change to approved lights shall require approval of the Director prior to installation. 4. The applicant shall post a $11,200 landscape bond prior to issuance of a zoning permit. The bond shall remain in effect for three (3) years to assure that the landscaping takes root and has a good chance of surviving. 5. For the purpose of calculating road impact fees under the South Burlington Impact Fee Ordinance, the Development Review Board estimates that the addition will generate 4.8 additional vehicle trip ends (vte's) during the P.M. peak hour. 6. A fire protection system shall be provided that is acceptable to the Fire Chief. 7. The applicant shall obtain a zoning permit within six (6) months pursuant to Section 27.302 of the zoning regulations or this approval is null and void. 8. The applicant shall obtain a Certificate of Occupancy/Compliance from the Administrative Officer prior to occupancy of the addition. 9. Any change to the site plan shall require approval by the South Burlington Development Review Board. 10. The Development Review Board approves an additional 300 gpd of sewer capacity.
