The proposed project is located in the Potash Brook watershed. This watershed is listed as stormwater impaired by the State of Vermont Department of Environmental Conservation (DEC). Correct 2. The project proposes to create an additional —7,300 square feet of impervious area on the parcel. This results in greater than 1 total acre of impervious area on the parcel. Therefore, it appears that the project will require a stormwater permit from the Vermont DEC Stormwater Division. The applicant should acquire this permit before starting construction. Agreed, application for an Individual Permit has been submitted 3. The project proposes to disturb greater than 1 acre of impervious area. It will therefore require a construction stormwater permit from the Vermont DEC Stormwater Division. The applicant should acquire these permits before starting construction. Proposed disturbed area is below 0.9 AC (below the 9020 regulatory threshold of 1 AC). 4. The applicant should provide a drainage area map for the proposed stormwater treatment practices. Attached 5. In order to confirm compliance with section 15.13.F(3) the applicant must submit modeling for the 25 year storm event. Our assumption is that the proposed stormwater treatment practices will reduce runoff over existing conditions during this, and smaller, storm events. This would sufficiently protect downstream drainage structures. However, we'd like modeling to confirm this and so that we can add this information to our model for the Potash Brook watershed. HydroCAD report attached. Will send model to Tom. 6. The applicant should show snow storage locations on the site plan. Snow storage areas are shown on sheet C1.2. 7. The DRB should include a condition requiring the applicant to regularly maintain all stormwater treatment and conveyance infrastructure. The amendment consists of modifications to the parking area, 400 Swift Street. On the 11th day of March, 1997, the South Burlington Planning Commission approved the request of David Luce for site plan review under Section 26.10 of the South Burlington Zoning Regulations based on the following findings: 1. This project consists of amending a previously approved site plan for a 275 seat church. The amendment consists of modifications to the parking area. The last review of this property by the Commission was on 6 / 28 / 83 . 2. This property located at 400 Swift Street lies within the R2 and C.O. Districts. It is bounded on the east by a church, on the north and west by the Ridgewood residential development, and on the south by Swift Street. 3. Access/circulation: Access is provided by a 26 foot curb cut on Swift Street. No changes proposed. Access on the site is adequate. 4. Coverage / setbacks: Building coverage is 13 % ( maximum allowed is 20%) . Overall coverage is 50 % (maximum allowed is 40%) . This is an existing situation which will not be made worse by this application. Pavement will be removed along the northerly boundary to compensate for the green island being removed in the parking lot so there will be no increase in overall coverage. Front yard coverage is 8.5 % (maximum allowed is 30%) . Setback requirements are met. 5. Parking: A total of 92 spaces are required and 118 spaces including five (5) handicapped spaces and a bike rack will be provided. 6. Landscaping: No additional landscaping, based on building costs, is required. Plan shows existing landscaping in addition to landscaping that was required in the 6 / 28 / 83 approval which was never planted. The proposed landscaping has a value of $3240. 7. As such, the Church is required to comply with the requirements of Vermont DEC General Permit 3-9030 specifically "Appendix A". Due to the fact the majority of the project site is currently developed, some portions of the property are not acceptable for receiving stormwater retrofits meeting the requirements of the Vermont DEC General Permit 3-9030 and Vermont Stormwater Management Manual. As such we would like to provide a brief summary of the stormwater design proposal for this project for your consideration. The project site is approximately 2.5 acres of developed building, parking lot and grass areas with water leaving the project site as sheet flow to the north, south, east and west. No storm sewers currently exist on site and all flow is overland. The Meetinghouse building does not have gutters and flow is directed from the roof to a perimeter gravel landscape area around the building. We believe the majority of the roof runoff infiltrates into this gravel landscape area and does not run off the project Page 1 Date 10/13/10 site. We believe the building may have a 4-inch diameter foundation drain which is connected to a drainage structure within the Swift Street right-of-way. The project site has been divided into four (4) sub -area watersheds for analysis (see attached plan). They include the following: Sub -Area Description Size No. I Northeast part of site includes building, parking lot 1.40 acres No.2 Northwest part of site includes building, grass 0.28 acres No.3 Southwest part of site includes building, grass 0.57 acres No.4 Southeast part of site includes grass, brush 0.24 acres Based upon our review and feasibility of drainage retrofit improvements for the project site we feel the only viable location for drainage retrofit improvements would be Sub -Area No. I. We have selected a "Dry Swale" to meet the requirements of Vermont DEC General Permit 3-9030 and "Appendix A". Due to grade and site area limitations, some modifications to the standard "Dry Swale" detail have been made to meet site conditions. A summary of calculations related to Sub -Area No. I follows: VSWMM Criteria Required Volume Recharge Volume Waived - Vergennes Clay - Type "D" soil Channel Protection Volume 0.121 acre-feet Water Quality Volume 0.086 acre-feet We have provided 0.137 acre-feet of storage in the dry swale up to elevation 363.40 for Channel Protection Volume and Water Quality Volume. Should the capacity of the dry swale be exceeded, overflow water will be overland along an existing paved sidewalk towards the east. Current site drainage patterns will be maintained. We have reviewed the Vermont Environmental Resource Locator and have not located any Wetlands and/or Endangered or Threatened wildlife species within the project site. Impervious cover is defined as manmade surfaces, including, but not limited to, paved and unpaved roads, paved and unpaved parking areas, roofs, driveways, and walkways from which precipitation runs off rather than infiltrates. • The final WQv shall be treated by an acceptable STP from the list presented in Tables 2.1 and 2.2 of section 2 unless an alternative STP design is accepted by the Agency of Natural Resources (Agency) as described in section 2.5. • Where nonstructural STPs are employed in the site design, the WQv volume can be reduced in accordance with the stormwater credits described in section 3. • Water quality treatment for off -site areas that may drain to a STP is not required. • The water quality treatment standard can be met by providing 24-hour extended detention of the WQv (provided a micro -pool is specified, see section 2). A micropool is designed so that the extended detention volume is released over a 24-hour period. This storm should be routed separately from the channel protection (CPv) storm (i.e. volumes are additive). 1.1.2 Channel Protection Treatment Standard To protect stream channels from degradation, storage of the channel protection volume (CPv) shall be provided by means of 12 to 24 hours of extended detention storage (ED) for the one-year, 24-hour rainfall event. If a stormwater discharge is to a coldwater fish habitat, 12 hours of extended detention is required and if a stormwater discharge is to a warmwater fish habitat, 24 hours of extended detention is required. Coldwater fish habitats and warm water fish habitat designations are listed in the Vermont Water Quality Standards. The rainfall depth for use in channel protection calculations will vary depending on project location. In Vermont, the one-year, 24-hour rainfall ranges between 2 and 2.4 inches (NOAA, TP 40, 1961). Rainfall depths for the one-year, 24-hour storm event are provided in Table 1.2 on a County -by -County basis. I am writing to propose a method of evaluating the trees that need to be replaced at the Church of Latter Day Saints. 'The trees are generally in poor condition. We graded them from 0-10, with 0 being dead and 10 being perfect. We also had a version of the original site plan and noted trees that are missing from the original site plan. You and 1 had spoken about either replacing them inch for inch or appraising the trees' values and replacing their value dollar for dollar. What seemed to make the most sense was to do a hybrid, which we put on the attached spreadsheet. By this method, we measured and graded each tree and propose the replacement on a tree by tree basis. Any change to the site plan shall require approval by the South Burlington Planning Commission. 4) BLS PROPERTIES - MEDICAL OFFICE ADDITION - SITE PLAN This application was continued from the February 25, 1997 meeting to provide the applicant time to revise the site plan to add existing landscaping information and show the individual parking spaces. Staff's February 25, 1997 memo is enclosed for your review. Landscaping: The site plan has been revised to show the existing and proposed landscaping. The plan is still $950 short of the minimum landscaping requirement of $3600. The plan should be revised to meet the minimum landscaping requirement. Parking: The plan shows 211 existing parking spaces and six (6) new spaces for a total of 217 parking spaces. This represents a 28 space shortfall from the 245 spaces required for the property. The applicant's proposed addition requires six (6) spaces which are being added. In 1987 the Commission approved a large expansion to the medical office building. The approved plan indicated that there were 147 existing and 83 new spaces for a total of 230 spaces. The plan did not show the existing spaces, only the new spaces to be added. Apparently, the existing 147 spaces were never verified. In a recent inspection of the site, it appears that 10 of the 83 spaces which were proposed to be added in 1987 never were built. Staff recommends that these 10 spaces also be constructed as part of this application. 5) DAVID LUCE - PARKING LOT ALTERATIONS - SITE PLAN This project consists of amending a previously approved site plan for a 275 seat church. The amendment consists of modifications to the parking area. Districts. It is bounded on the east by a church, on the north and west by the Ridgewood residential development, and on the south by Swift Street. Access/circulation: Access is provided by a 26 foot curb cut on Swift Street. No changes proposed. Access on the site is adequate. Coverage/setbacks: Building coverage is 13% (maximum allowed is 20%). Overall coverage is 50% (maximum allowed is 40%). This is an existing situation which will not be made worse by this application. Pavement will be removed along the northerly boundary to compensate for the green island being removed in the parking lot�~�' so there will be no increase in overall coverage. Front yard coverage is 8.5% (maximum allowed is 30%). Setback requirements are met. Parking: A total of 92 spaces are required and 118 spaces including five (5) handicapped spaces and a bike rack will be provided. Landscaping: No additional landscaping, based on building costs, is required. Plan shows existing landscaping in addition to landscaping that was required in the 6/28/83 approval which was never planted. The proposed landscaping has a value of $3240. Traffic: No additional traffic will be generated. Dumpster: The existing dumpster storage area will be screened. Gregory for a pet sho and industrial building at 30bO Williston Road In presenting a slide of the area, Mr. Spitz advised that the junk cars on the site will be removed as will one small storage building. The two front buildings will be removed within five years and the front will be closed up to some extent. Mr. Schmucker, representing the applicant, explained that Mr. Tate intends to move his present pet shop to the site and to locate a kennel in the basement of the new building. He will reduce the number of animals in the kennel from 100 to"about 50. The new building will be approximately 15,600 sq. ft. He explained that as a condition of sale, Mr. Tate must lease back the present building to the Imported Car people for a period of 5 years. After they vacate, the building will be removed. The new building will be directly behind the old structure. He noted that some time in the future, they would like to build another building at the back of the lot. Sewer usage will be small, probably less than 2.00 gallons per day. It was noted that Mr. Szvmanski had approved the applicant's for inclusion on the sewer line, thereby jumping these waiting in line. Mr. Poger questeioned whether the fact that one's sewage use would be minimal gave them the right to jump to the head of the line. Mr. Spitz said that they haven't even been figuring in such small sewage use. For some applicants who al- ready have sewage use that will not increase significantly, ap- proval has also been granted. In polling the members, only Mr. Burgess felt that all appli- cants should have to take their turn in line. Mr. Poger felt jumping ahead was acceptable if it was an expansion of an ex- isting use. Mrs. Maher felt that if there is deviation from the rule, there should be a standard to determine the gallonage for those who will not be required to wait in line. Mr. Mona said he felt that should be left to the administration to de- termine on a case by case basis. Mr. Spitz noted that they are asking for a 6 foot wide strip in anticipation of the widening of Williston Road. He also noted that Mr. Szymanski had requested a 5 foot strip at the western side of the lot for snow dumping. Mr. Poger noted he would be uncomfortable with setting up a driveway so much off - center. Mr. Schmucker said they would prefer to eliminate the 5 foot strip and to guarantee that there will be no snow stor- age against the western fence. One stipulation was that the existing front building (Imported Car Parts) be removed within 5 years. A storage building will be removed immediately. The existing entrance will have to be defined at a width of no greater than 36 feet. Also, a 6 foot wide offer of dedication for future road widening must be provided. Concerning a sidewalk, the administration does not feel that a single unconnected stretch, 140 feet in length, is useful at this time. Landscaping, parking, drainageand other required information appears to be complete and satisfactory. 4) Davis, Shelburne Road Application will go before the Zoning Board Monday evening for a front yard dimensional variance. Proposal is to add a 3900 square foot addition to a building previously occupied by John Hancock Insurance. New use will be a retail clothing store. Projected traffic volumes meet the standard for that location. A sidewalk exists on the property's Shelburne Read frontage. However, the City's sidewalk plan also calls for a future sidewalk on Imperial Drive and this applicant should be responsible for constructing it now. Front and rear circulation aisles should be widened to 20 feet. If necessary, several parking spaces should be removed to accomplish this. Also, a large amount of paving has been included so as to provide three spaces near Shelburne Road - not an aesthetically desirable arrangement. Proposed plantings shown within the City right-of-way will have to be relocated onto the applicant's property since there is an existing water line in that location. 5) Chinese Restaurant, Corporate Circle This is the first proposed development in Corporate Circle. The review procedure will be a sketch presentation followed by a revised final plat (public hearing). Re- levant stipulations from the original approval must be reviewed along with normal sub- division and site plan items. Mr. Belter seconded with unanimous consent. Site plan application by Church of Jesus Christ;of Latter Da Saints for an 8200 square foot addition at 400 Swift Street Mr. Spitz indicated that Zoning approval has been secured and that the only possible issue would be the entrance situation. The proposed addition will extend 28 feet to the west and ap- proximately 80 feet back. There will be additional parking in the rear. David Luce, architect, explained that they want to add 8,000 sq. feet for classes, an adult hall and a bishop's wing. They will also add 50 new parking spaces. The proposal is to enter from the current drive on Swift Street, then to have a ring road which will exit at the southwest corner of the property onto Swift Street. They also plan to tie into the city sewer instead of expanding the on -site system. Expansion is desired for expanded local and state activities. Brian Gile of the Church explained that weekday uses will include stage productions, basketball, volley ball, lectures, Scout meetings. Mrs. Maher asked whether Church officialsYad requested the 2 driveways. Mr. Luce said this is the standard plan requested by Salt Lake City where they prefer an in/out pattern of traffic. Mr. Mona said the question is whether this improves the current circulation of traffic. Mr. Luce indicated it was possible to have traffic flow around the traffic islands and out the same drive since there won't be conflicting patterns of traffic at the same time. Mr. Spitz indicated that aesthetically it would be better to have green space instead of the additional drive. Mr. Poger said it would be to the long term advantage of the City to have fewer curb cuts. Mr. Hugo noted that if the present driveway is widened, a large hickory tree will have to > >2 . come down, fie asked why two driveway; are object i:jriable. Mr. Poqer said the City has laid out, a major East/'Wiest road on Swift Street within the next 10-20 years, and the number of driveways will be critical to circulation on that road. Regarding run-off, Mr. Spitz indicated that additional run-off to adjacent property won't have a major impact on that property. Mr. Poger noted mat they plan to hook up to City sewers, but permission cannot be given until the Airport Drive sevfage plant is expanded. Mr. Spitz explained that the City expects the State to allow chemical treatment that will allow additional flow. Mr. Poger asked if there is a problem for the Church if action is postponed for two weeks so they can present a revised plan. The applicant indicated there was not. Mrs. Maher then moved to take further action on this application two weeks hence. Mr. Mona seconded with unanimous approval. Sketch plan request by Robert Paterson for resubdivision of of 1 of the Dr. French subdivision on Van Sicklen Road into three lots Mr. Spitz explained that Dr. French, now deceased, had created 5 lots out of his property. The original concern was that these lots not have access onto Hinesburg Rd, so it was planned to build Kendrick Lane as an access, running through the lo-t�3- Most of the lots have been sold or given as gifts. The issues involved are septic systems, since the lower land is said not to be good for such uses, and the 5-1 length to width guideline. In this case, resubdivision will result in a lot 275 feet wide and 1600 feet long. If the road on the lots is built as pictured, the home- stead lot will be less than 10 acres, but the average lot size will be 10 acres. Mr. Paterson explained that he is going to acquire the property this month. He is prepared to have tests made regarding septic tanks. He noted that Mr. Szymanski had indicated that it would be difficult and expensive to build and that this type of de- velopment discourages agricultural use. Mr. Spitz indicated he felt the agricultural issue was a "non -issue" due to the nature of the soil. Mr. Paterson said there is a piece of land on lot lA near Van Sicklen Rd. that is beautiful for building and also an area of lot 1B, near the grove of pine trees that would be a good building site. Since the dimensions of the lots was a question, Mr. Poger suggested dividing the area horizontally and reserving a right-of-way to Van Sicklen Rd. for the rear lot. Mr. Mona felt the back lot should have its own property to access on. A polling of the members showed that they agreed with Mr. Poger's plan. Traffic volume on Swift Street will continue to increase especially when road is extended easterly. It is my preference to limit road openings as much as possible. I don't see any reason why this expansion can not be served by the existing entrance widened to 22 feet for two way travel. 2. Estimate of sewer contribution shall be supplied. Hook up to City system will be held up until the City is given permission to exceed the Airport Parkway plant capacity. 3. Storm water runoff shall be toward the north-east as shown on plan dated 6/8/83. 4) Berard Development, Ethan Allen Drive 1. With the increased development on Ethan Allen Drive this street will have to be rebuilt. The road is built without proper drainage resulting in road surface fail- ure. Ten foot easements along each side of the street should be reserved for widening and ditch construction. It will be easier to get the commitment froma single owner than have to deal with several in the future. 5) Ethan Allen Farm, Residential Subdivision 1. Poor Farm Road is a through street and curb cuts should -be discouraged. 2. The proposed water main must be entirely within the road rights -of -way and extended over the entire frontage. 3) Dr. French Subdivision, Van Sicklen Road 1. Lot 1B will be very difficult and expensive to build on. That is also true of lot lA except possibly near proposed future road. This 8200 square foot addition to an existing church has been approved by the Zoning Board as a conditional use. Proposed parking increase from 70 to 120 spaces is greater than needed for normal Sunday use but will be needed for less frequent "assembly" use for church purposes. Landscaping and overall site layout seem satisfactory. My only question concerns the proposed access arrangement. Applicant is proposing two 16 feet wide drives, one to serve as an entrance and the other as an exit. The zoning ordinance does permit "dual driveways", but it can be questioned whether two drives located 160 feet apart constitute a dual driveway. In this case, drivers will usually be familar with the circulation pattern so that additional conflicts with Swift Street should not result. I think 1 drive would be preferable, part- ially for aesthetic reasons, but I cannot strongly argue against the applicant's proposal. 3) Paterson, Van Sicklen Road Three years ago, Dr. French subdivided his 76 acre property into four 10+ acre lots (as yet undeveloped) and a fifth lot of 31.4 acres containing an exist- ing dwelling. The original application divided the fifth lot into two parcels separated by a proposed road. The homestead would have had approximately 7 acres, and the balance would have been over 20 acres. At the final approval, the Planning Commission required that area to be combined into 1 lot. The new proposal would again set out the homestead as a separate lot, and the balance would be divided into two 10+ acre lots. Several issues should be noted: a) The homestead is still under 10 acres, however; this can be permitted under the new planned development provisions since overall density is sufficient. b) The original layout did not envision re -subdivision. Certain problems are created such as length to width ratios greater than the normal 5 to 1 stand- ard. c) The two new lots are on low-lying land downhill from an area that already was of questionable suitability for septic systems.
