HomeMy WebLinkAboutMinutes - City Council - 05/25/1970BOARD OF SELECTMEN SPECIAL MEETING MAY 25, 1970 The South Burlington Board of Selectmen held a special meeting in Room 142 of the Middle School, Dorset Street, South Burlington, Vermont, on Monday, May 25, 1970, at 7:30 P.M. Chairman Behney called the meeting to order. MEMBERS PRESENT Charles H. Behney, Chairman; Gregory L. Premo, Frederick G. Blais and James C. Pizzagalli. MEMBERS ABSENT Raymond E. Stearns OTHERS PRESENT Town Manager Janes, Charlotte Marsh, and Mrs. Crepeau from the League of Women Voters. CONSIDER PAVING BIDS, 70-71 BUDGET - DORSET STREET - LAUREL HILL DRIVE - LAUREL HILL SOUTH The following bids were received for the bid opening on May 21, 1970. L. M. Pike and Son, Inc.$21,067.50 Vermont Paving Company 20,102.50 On motion by Mr. Premo, seconded by Mr. Blais, and voted unanimously, it was moved to accept the bid of Vermont Paving Company of Industrial Avenue, Williston, Vermont, said bid dated May 20, 1970, and further moved that the Town Manager and the Town Engineer review the 70-71 budget including anticipated revenues to ascertain the fact that the town does not exceed the appropriated net cost to the town for 70-71 Highway Reconstruction. REAPPRAISAL - MANAGER'S RECOMMENDATION AND COMMITTEE SET-UP The following proposals were received for the Reappraisal Program: TOWN MANAGER'S MEMORANDUM I will recommend to the Selectmen that negotiations begin tomorrow on contracting with the State of Vermont to do the Commercial and other properties except Residential, Exempts, and Personal. (On 5/22/70 Commissioner Wright assigned the work-up on a contract to his assistant Mr. Arthur Bradshaw). I do recommend that the Board begin negotiations with Archibald & Hawthorne, Inc., of Springfield, Vermont, to contract with that firm the complete Residential Reappraisals by Grand List 1971 with the following stipulations: 1. Payment for Reappraisal services should not be made in advance but by performance. Said performance be spelled out in the contract and should performance fail by 10% then the contract be liquidated and then the balance be awarded by similar contract to Bartlett Appraisal Service Company of Concord, New Hampshire. 2. Award of Residential property reappraisals be made by contract and said contract be reviewed by the Town Attorney. Residential reappraisal includes Exempts. 3. A performance Bond or Financial Statement Shall be required as part of the contract. Work should start June 1, 1970, if possible.Respectfully submitted, Memo dated May 25, 1970 R. M. Janes, Town Manager Moved by Mr. Blais, seconded by Mr. Premo, and voted unanimously, to appoint a committee of two Selectmen, the Board of Listers, and the Town Manager and charge this committee with the review of all proposed conditions of contract and performance of the two lowest Residential Reappraisal Bidders (Archibald & Hawthorne, Inc. and Bartlett Appraisal Service Company), and to authorize the Town Manager to contract with the firm recommended by the said committee, for reappraisal to be completed by Grand List 1971, and likewise to review the bids for Commercial Reappraisal, (including the State of Vermont's) in similar fashion. The Selectmen committee members will be Mr. Behney and Mr. Blais. The matter is to be urgently pursued. It was moved by Mr. Blais, seconded by Mr. Pizzagalli, and unanimously passed to adjourn the meeting at 8:05 P.M. Approved James C.
