BOARD OF SELECTMEN MEETING JULY 21, 1970 The South Burlington Board of Selectmen held a special meeting at the Town Hall, 555 Dorset Street, South Burlington, Vermont on Tuesday, July 21, 1970, at 4:30 P.M. Mr. Charles H. Behney, Chairman, called the meeting to order. MEMBERS PRESENT Charles H. Behney, Chairman; Gregory L. Premo, Raymond E. Stearns, and James C. Pizzagalli. MEMBERS ABSENT Frederick G. Blais OTHERS PRESENT Robert M. Janes, Town Manager; William J. Szymanski, Town Engineer; James Lamphere, Chairman of the Planning Commission and Henry W. Caswell, Jr., School Board member. LIQUOR CONTROL BOARD - F.P. SOLOMON APPLICATION Chairman Behney began the meeting as the Liquor Control Board for consideration of approval of a Liquor License Application for Frederick P. Solomon, for the Handy-Andy Store on Williston Road. The Board unanimously approved the application subject to receipt of a letter of intent to correct a zoning violation on the property. The meeting of the Liquor Control Board then adjourned, and Chairman Behney called the meeting of the Board of Selectmen to order. AD FOR BABE RUTH TOURNEMENT PROGRAM Town Manager Janes showed samples of the program book to be used in connection with the Babe Ruth Tournement that is being sponsored by the South Burlington Boy's Baseball League. Chairman Behney said the Board was being asked if it would place in the book a "Welcome to the Community of South Burlington" type of advertisement at a cost of $125.00 a page. After due consideration Mr. Premo made a motion that the Town Manager proceed with a full page ad at a cost not to exceed $125.00. Mr. Stearns seconded the motion and the vote was unanimous in favor of passage. CENTRAL SCHOOL Mr. Stearns and Mr. Caswell reported on meetings with Mr. Berard of Ver-Mada, Inc. concerning the construction of roads to Central School. They showed the location of the proposed road to Mary Street and the proposed access Road from Dorset Street. After clearing up exactly what would be expected of the town and of Ver-Mada, Inc., the Selectmen drafted a resolution which incorporated all of the items considered. Mr. Premo made a motion to adopt the resolution. Mr. Stearns seconded the motion, and the vote was unanimous in favor of passage, the resolution follows: R E S O L U T I O N WHEREAS, the South Burlington Planning Commission and the South Burlington School District have brought to the attention of the Board of Selectmen a pressing need for a better access to the Central School, and WHEREAS, the Board of Selectmen has found that the interest of the Town will be served by the construction of a road to extend from Dorset Street to the parking lot of Central School so as to provide better ingress and egress to the school and lessen the amount of time to transport food from the Middle School to the Central School, and to improve fire and safety protection through better access, and to provide for the establishment of a separate entrance to the original Central School, now CENTRAL SCHOOL, CONTINUED THEREFORE, the Board of Selectmen resolve that the Town of South Burlington enter into an agreement with Ver-Mada, Inc., said agreement to provide the following: 1. The Town shall extend Mary Street to the south and then to the east to connect with the Central School parking lot. Said work to be carried out as soon as possible. 2. The Town shall install sewer and water services to Lot No. 30. 3. The Town shall construct a gravel road from Dorset Street to intersect with road No. 1 above said, the gravel road to be built after July 1, 1971. 4. Ver-Mada, Inc. shall agree to request of the Board of Selectmen that all of the property which it owns surrounding the roads to be built pursuant to this resolution, with the exception of Lot No. 30, be rezoned Business District A, Business District B, Industrial District A, or Planned District. 5. The Town agrees to upgrade the gravel to the following specifications whenever commercial development on the Ver-Mada, Incorporated property begins: A. Sewer B. Water C. Drainage D. Bituminus concrete E. Curbs The Town agrees to connect the existing drainage at the south west corner of the Central School property to the existing Ver-Mada, Inc. drainage ditch. Ver-Mada, Inc. shall convey to the Town prior to the start of construction all required rights-of-way needed to accomplish the foregoing, and BE IT RESOLVED, that the foregoing agreement be made the subject of an agreement to be prepared by the Town Attorney and be executed for the Town of South Burlington by the Board of Selectmen, and BE IT FURTHER RESOLVED, that Raymond E. Stearns and Frederick G. Blais be, and they hereby are, authorized to negotiate the said agreement with Ver-Mada, Incorporated. Adopted July 21, 1970 s/ James C.
