HomeMy WebLinkAboutMinutes - City Council - 02/16/1970BOARD OF SELECTMEN MEETING FEBRUARY 16, 1970 The South Burlington Board of Selectmen met in regular session in Cafeteria 2 of the High School, Dorset Street, South Burlington, on Monday, February 16, 1970, following the Public Hearing on the proposed 1970-1971 town budget. Chairman Behney called the meeting to order at 9:30 P.M. MEET AS LIQUOR CONTROL BOARD, APPLICATION OF LEE & LEE, INC. SHELBURNE ROAD, FORMERLY COBB'S RESTAURANT The Board considered, and unanimously approved, and then signed the application for a liquor license requested by Lee and Lee, Inc. of 730 Shelburne Road. The Board recessed as the Liquor Control Board at 9:35 P.M. and resumed the regular session. RECREATION DEPARTMENT REQUEST TO ALLOCATE $850.00 FOR GYMNASTIC PROGRAM AT HIGH SCHOOL Chairman Behney presented a written request signed by Robert Ray, Chairman of the Park and Recreation Committee, to allocate $850.00 from the current Recreation budget for the gymnastic program at the high school. Mr. D'Acuti made a motion to approve the request. Motion seconded by Mr. Stearns and passed unanimously. NORTH STAR CORPORATION Chairman Behney read letters from Attorneys Ewing and Piche in which both the Town Attorney and Mr. Piche certified that the town's requirements in regard to corrected deeds for lots in Laurel Hill South have been met. The Town Engineer has yet to submit his written report on the cost and scope of the work to be completed by the town. NORTH STAR CORPORATION, CONTINUED The Board agreed that the $1950 would be released from escrow if the Town Engineer's report indicates that there is enough money remaining to complete the necessary work. Mr. Stearns reminded the Board that he had voted against release of the funds when the matter was voted upon at the meeting of February 9, 1970. DISBURSEMENT ORDERS The disbursement orders were approved and signed by the Board. PAYMENT OF BILLS Chairman Behney asked the Board what accounts should be charged for expenses connected with the use of the building known as the Civic Center on Patchen Road and the interviewing of the applicants for the position of Town Manager. It was agreed that new accounts would be set up for such items. ADOPTION OF PROPOSED 1970-1971 BUDGET On a motion made by Mr. D'Acuti and seconded by Mr. Stearns, the Board voted unanimously to accept the 1970-1971 proposed budget with the following amendments: Selectmen's Accounts $383,820.00 Blue Cross 1,350.00 Life Insurance 1,436.00 Audit 500.00 Central School Lease -2,420.00 Extension Service 247.00 Data Processing 6,000.00 Regional Planning Commission 200.00 $391,133.00 Police Department Accounts $209,011.00 Blue Cross 2,500.00 211,511.00 Highway Department Accounts $260,273.76 Blue Cross 1,000.00 261,273.76 Expenditures in the Sewer Operating Account were also increased by $150 for the additional Blue Cross benefit. Mr. Premo made a motion to go into Executive Session at 10:15 P.M., to discuss the appointment of a Fire Chief. Mr. D'Acuti seconded the motion and it passed unanimously. Chairman Behney recalled the regular meeting to order at 10:30 P.M. APPOINTMENT OF SOUTH BURLINGTON FIRE CHIEF Mr. Stearns made a motion that the Chairman be instructed to offer the position of South Burlington Fire Chief to Mr. Melvin A. Monell at a salary of $163.50 weekly, starting March 1, 1970 to June 30, 1970, which will complete a probationary period, at which time, if performance is acceptable, the salary will be advanced to the sum of $177.25 weekly. Further, that upon completion of the probationary period, he will carry the full and permanent title of Fire Chief of South Burlington, Vermont. The motion was seconded by Mr. Premo and passed unanimously. The meeting adjourned at 10:40 P.M. Approved Gregory L.
