HomeMy WebLinkAboutMinutes - City Council - 12/30/1970BOARD OF SELECTMEN MEETING DECEMBER 30, 1970 The South Burlington Board of Selectmen held a special meeting at the Town Office Building, 555 Dorset Street, South Burlington, Vermont, on Wednesday, December 30, 1970, at 4:30 P.M. Chairman Behney called the meeting to order. MEMBERS PRESENT C. Harry Behney, Chairman; Gregory L. Premo, Raymond E. Stearns and Frederick G. Blais. MEMBERS ABSENT None OTHERS PRESENT Town Manager Janes, Zoning Administrator Ward, Reporter George Lambert and Mr. Joseph Allard. DISBURSEMENT ORDERS - RED ROCKS RENEWAL NOTE - STATE AID CLAIM The Selectmen signed the disbursement orders, a renewal note for the Red Rocks property, and a state-aid claim. CORRESPONDENCE Chairman Behney read in full a letter of commendation for Officer Delaney of our Police Department from William A. Gilbert of the office of the Attorney General. He then read a letter of commendation for the town employees, members of the Police, Fire, and Highway Departments, mentioning in particular the efforts of Sergeant White during the tragic plane crash of Sunday, December 6, 1970, from Mr. Charles R. Burnett, Supervisory Air Traffic Control Specialist at the Air Traffic Control Tower. Selectman Premo said the department heads should be informed of these letters of commendation, and copies of the letters should be placed with the records of the personnel cited in the letters. Chairman Behney read a letter from Forrest E. Orr, Director of the Planning Agency of Environmental Conservation, and noted the fact that the check that was enclosed with the letter in the amount of $200,000.00 was the final federal reimbursement for the Red Rocks purchase. REPORT OF SUB-COMMITTEE FOR FRONT-END LOADER PURCHASE Mr. Stearns reported for the sub-committee that after some checking he was disturbed that the information given as fact was not as it should be. He said he had been informed that there is no book value on heavy equipment trade-in, there is auction value, and that he had received this information from the Caterpillar people. He felt the trade-in amount affected the sub-committee's decision. Mr. Stearns then pointed out that 2 requests have not been complied with in regard to the purchase: 1. The delivery date was not pushed up. 2. There was no mention of an interim machine being furnished. Mr. Stearns then requested that the matter be tabled until the meeting of Monday, January 4, 1971, and went on to discuss the fact that we actually need the loader at this time for snow removal work, and that we actually need a second new machine. Mr. Blais remarked on the town's inability to clean out the cul de sac areas - efficiently with the present equipment. Mr. Blais then seconded Mr. Stearns' motion to table the item until the meeting of Monday, January 4, 1971, and the vote was unanimous in favor of passage. APPOINTMENT OF SELECTMEN Mr. Premo expressed his surprise at the contents of a Free Press article about the delay in appointing a Selectman and wondered if the Board could go into Executive Session for discussion on this and with Mr. Allard who was present. Chairman Behney said that Mr. Allard was present to meet with the Board, and he said he also had heard from a qualified candidate who was interested in the position of Selectman. Mr. Premo made a motion to go into Executive Session to interview Mr. Allard, and discuss any other qualified candidates. Mr. Blais seconded the motion which passed unanimously. The special meeting was adjourned and the Executive Session called to order at 5:00 P.M. Approved Frederick G.
