HomeMy WebLinkAboutMinutes - City Council - 04/17/1970BOARD OF SELECTMEN MEETING APRIL 17, 1970 The South Burlington Board of Selectmen held a special meeting at the Middle School Library, Dorset Street, South Burlington, Vermont on Friday, April 17, 1970. Chairman, Charles H. Behney, called the meeting to order at 5:00 P.M. MEMBERS PRESENT Charles H. Behney, Chairman; Raymond E. Stearns; Gregory L. Premo and James C. Pizzagalli. MEMBERS ABSENT Frederick G. Blais OTHERS PRESENT Robert M. Janes, Town Manager LISTER AND REAPPRAISAL ITEMS The Board discussed Mr. Irving Douglas', Chairman of the Board of Listers, April 15, 1970, five page - very comprehensive - report and recommendation on reappraisal. Mr. Behney, Mr. Janes and all the Selectmen, in turn, added their recommendations regarding the reappraisal program and situation, for about 20 minutes. On a motion made by Mr. Premo, seconded by Mr. Pizzagalli, and voted unanimously it was ordered that the South Burlington Board of Selectmen properly warn a TOWN VOTE by Australian Ballot and said warning drawn up and signed this date shall call for a vote to coincide with the date of the Town vote on the question of bonding approval for South Burlington's participation in the Champlain Water District. Following is the warning: LISTER AND REAPPRAISAL ITEMS, CONTINUED The legal voters of the Town of South Burlington are hereby notified and warned to meet in said Town at the South Burlington High School on Dorset Street and the Orchard School off Shelburne Road on Thursday, May 21, 1970 at 7:00 o'clock in the forenoon, at which time the polls will open, until 7:00 o'clock in the afternoon, at which time the polls will close, to vote by Australian ballot upon the following Article, to wit: ARTICLE 1: Shall the Town authorize an appropriation of funds not to exceed $45,000 for the purpose of reappraising the properties of the Town for tax purposes, and in connection therewith shall the Town be authorized to enter into a contract or contracts with the Vermont Commissioner of Taxes and/or with a private appraisal firm for the reappraisal of the properties of the Town. (by ballot). POLLING PLACES ARE THE SOUTH BURLINGTON HIGH SCHOOL AND THE ORCHARD SCHOOL: VOTERS TO GO TO THE POLLING PLACE IN THEIR REPRESENTATIVE DISTRICT. Pizzagalli SOUTH BURLINGTON BOARD OF SELECTMEN LIQUOR CONTROL BOARD On a motion made by Mr. Premo and seconded by Mr. Pizzagalli it was moved to recess the Selectmen meeting and convene as the Liquor Control Board. Voted unanimously. Various routine annual liquor licenses were signed by the Liquor Control Board. At 5:30 P.M., after five minutes, it was moved by Mr. Stearns and seconded by Mr. Premo to conclude the Liquor Control Board's session and resume the Board of Selectmen meeting. Voted unanimously. REAPPRAISAL It was stated at this point that Chairman Charles H. Behney was requested by the Board to secure a written request, signed by the members of the Board of Listers, requesting "professional assistance" in regard to real property during the course of the town-wide reappraisal program. Discussion of the date to accept Mr. Douglas' resignation as Chairman of the Board of Listers was held. No appointment names were moved. Mr. Stearns recommended that resumes and personal interviews would be necessary before he would vote on appointments and this was acceptable. Discussion took place on the dates for: 1. Signing the Grand List. 2. Grievance Day date. 3. Sending out tax bills, etc. SOUTH BURLINGTON PUBLIC SAFETY BUILDING On a motion made by Mr. Premo, seconded by Mr. Stearns and voted unanimously it was ordered that an addenda would be published and distributed to the seven pre-qualified bidders on the Fire House construction, notifying them of a postponement of seven days from April 23rd at 3 P.M. to April 30th at 3 P.M., Middle School, Dorset Street, South Burlington, Vermont.
